Make dealers buy metal temporary tags that cost $1000 a pair and register them with the car buyer’s social security number at the DMV. The dealer should charge the buyer a deposit to pass on the cost and refund them the $1000 when the permanent plates come in and the temporary ones are returned to the dealer. Police could run the plates and at the minimum know what dealer sold the car even if there was fraud with buyer registration. It would cut down on a lot of problems since the dealer will be on the hook for criminal activity. End paper tags entirely.
