The level of corruption in Russia is not only the worst in all of Europe, but have Russia tied with Mali in transparency's world corruption perceptions index, so everyone who reach the top in any shape of form, and is among the Russian elite, are all in it for the money. People need to understand that the minimum wage in Russia is 16,242 Rubles = around $200 a month. Russia offer to "export" a vastly higher level of corruption, a much lower life expectancy, horrendous living standards for the poor, so to escape all of this, they will take bribes and say or do anything for money.
