Time signature changes or somewhat unusual time signatures in music can work even if 4/4 is still great. Just listen to several tracks from the Klonoa series like The Windmill Song (from Klonoa: Door to Phantomile) or the Northern Express theme (from Klonoa 2: Dream Champ Tournament).
I would really have to assume the whole game was made in maybe a few weeks and the game's one music track was put together by some pressed programmer who knew nothing about music

Update: didnt have enough motivation and time to continue on with the project, all of you waiting shouldnt expect anything big or spectacular, its just a project made in the scratch engine (dw its modded there are going to be features such as gamepad support etc.)
Instead of Sonic versus his twin brother, blue Sonic, it's him versus metal. I would assume, the eraser boss battle, would take place in act 2 of a fun park level

The guy who made the original composition for this went on to work on the Sonic Adventure soundtrack, by the way.

the odd time signatures gave the original song a lot more personality
