What's behind Japan's massive military build-up plan | DW News

  • Japan is arming itself like it never has before. The Defense Ministry has now asked for a nearly 12% budget increase this year, to finance the acquisition of warships and long range cruise missiles. If approved, it would be the second straight year of the new five-year military build-up plan that was approved in December last year.
    The request to increase the defense budget as part of that plan, came a day after Japan's top uniformed officer, General Yoshihide Yoshida warned that the neglected state of the country's Self-Defence Forces had put it's very sovereignty in jeopardy.
    In an interview to the Nikkei Asia newspaper, he said: "We cannot maintain Japan's security with our current capabilities. The international community is at a critical juncture on whether it can prevent unilateral changes in the status quo by force and maintain an international order based on the rule of law. Japan is on the front lines of this fight in the Indo-Pacific."
    North Korea has always been a threat to the island nation and in recent years, under Kim Jong Un, that threat has only increased. A now nearly monthly danger comes from the numerous missile launches from North Korea. Missiles which land on many occassions in waters around Japan. It is one of the reasons why the defense ministry wants the funds to build two warships which will have the radar capability to intercept North Korean missile launches.
    And then there is the historical threat from China. Both nations have territorial disputes as well that have seen ships from both countries face off in recent years. The war in Ukraine has added a new dimension to this threat in the form of the 'no limits' partnership between China and Russia. The navies of both nations have since last year conducted numerous jount patrols and drills in the seas around Japan.

      I don't think is unfortunate because all of us want peace but not to live under continuous offenses from Russia, China or north Korea.
      They know that we want peace and that is why they believe that we will not defend ourselves against offenses and constant threats such as overflights and joint exercises by Russia and China.
      Do they want to demonstrate their power? OK, so we too.

      There are more countries other than India that speak English...phillipines a country brutally colonized by America speaks American english. Why not invest and put resources into recruiting them. After all the phillipines speaks American English which is way easier to understand globally than British english and british jargon.

    There is an old Japanese story about a king who hired a Samurai veteran to teach his son the art of war, theory, practice and everything he can, in order to prepare him for taking over the throne one day. The boy was exercising every day with the old Samurai warrior, practicing combat and listening to lectures about tactics and how to defeat the enemy in various situations. However, every time after the lectures, the old man was taking the boy to the garden behind the castle and showing him how to take care of the flowers and plants. When the boy grew up, one day he asked the Samurai: "Sorry master for interrupting, but why is it that you teach me every time about bloodshed and destruction and after you're showing me how to take care of the garden"? The old man smiled and replied: "This way you learn how to control yourself and a valuable lesson: Better to be a warrior in a garden, than a gardener in a war".

    It is in Japans’ national security interest that Japan increases its’ defense posture within its’ defense alliances because it is, indeed, on the front lines of any potential Indo-Pacific hostilities.

    Russia did the impossible: made two of the most neutral nations on earth - ever - joining NATO.
    Now Winnie is doing the same: Japan already was/is an industrial powerhouse but only renounced her military might because of WW2 and rewrote her constitution. NOW they're removing all of that preparing a potential war with Winnie along with the US, Taiwan, Phillipine, Vietnam, & South Korea.

      Its not like japan went from military empire to largely unarmed vassal state willingly.
      But yeah, other than in 1947 at this point the US does not want its eastern pacific sattelites disarmed.
      Now they want them to be armed and function as local proxy forces and profitable arms customers.
      Proably because they calculate they wont be able to match a china that overtakes them in most measures for long in an all-out pacific conflict.

    That the Japanese are taking these steps to increase their military capability is reassuring because in these dangerous times , one cannot have enough friends who can , if need be , hold the line . Of course , that Japan is stepping up in this way is unsettling because they know a lot that perhaps we in the west don't know , particularly where concerns the intentions of China .

    There should be a formal alliance in the Pacific similar to NATO with allies such as US, Canada, Japan, S. Korea, Australia/NZ, Philippines, etc. And that alliance should be a strong partner with NATO to send a message that threats on either side of the world will be dealt with accordingly.

      Asia is not that simple, it's complicated. Have powerful powers. For example, even if all the neighbors of India (with the removal of China) combine the force, they would still lose it. The power dynamics is just crazy. China is on another level.
      More Asian countries have nukes than European countries. Many of them are not like China(they are responsible enough). Some are just crazy. Alliances in Asia is not that simple.

    Hats off to Japan for stepping up and sharing more of the burden of keeping peace and stability in the Asia Pacific region. Though the US is a very reliable partner and friend, it is best to be ready for any military contingency that may arise because of China's aggressive posturing in the region.

    Germany and Japan tried to be peaceful after the second world war but Russia and China have shown this is a naive stand. Now Russia and China have both woken them up. I am glad they did.
    We tried peace through dialogue and trade and they thought we were weak but they took our kindness for weakness.

      Actually, Japan and Germany vowed to deepen cooperation on defense, economy, finance, energy, transportation and foreign affairs and work more closely because they "share fundamental values," according to Nils Schmid. It's very possible that Germany under Scholz and Japan under Kishida are leaving China to get "the band back together" (whatever that even means) but as long as each side is striving for the world peace, we have nothing to be worried about 🙏 We don't want to see another World War 2 and i don't think that we will, if we can all work together for peace 🌎🕊🙏

But generally us provides security and is interested in expanding a network of partners for trade. This is more beneficial than simply extracting tribute if you’re the us because it bolsters the competitiveness of the us economic sphere.

Us provides the tip of the spear, but every ally is a force multiplier and lets the us focus on its specialist role in deploying key capabilities while relying on the local partner for manpower and other support services.

    Mr. Yoshida and Mr. Tsuruoka are right with their assessment. Japan needs to invest more into their defence, increase their capabilities and in general take their national security much more serious. When Japan really does take it seriously and is willing to go the extra mile, like investing 3% to 4% of GDP into their defence budget, then they could build the third largest/most capable military and ensure true deterrence. It is not too late, and their plan of investing around 100 billion dollars per year within the next 5/6 years is a good start, with all their plans of acquiring different strike capabilities, their investments into r&d of hypersonic and supersonic cruise missiles, acquiring more vessels/aircrafts and systems in general, building air/sea defence around the island chain of Ryukyu, investing into r&d of future advanced systems, and of course the joined development of the 6th gen jet GCAP with UK, all those plans among others are a very good start. But I hope they will do more than that. It´s time for Japan to let the past be the past and strive into the future with new confidence. Times have changed, the geopolitical landscape has changed, their way of life, their sovereignty is in danger and they are at the forefront of this battle. The chances are good that when Japan does all this China would not dare to take Taiwan and other areas within the pacific because of the deterrence layers of Japan and the US. It won´t work without a strong Japan.

      @@D-E-S_8559 I see your point/suggestion, But the truth is that Japan is dependent on the US militarily, politically and economically. Even if they change the first two parameters the economic one still stands. But you are right, they could still embrace a more distinct and confident governance. As a good example France comes to one's mind. And I think to truly controlee and manage one's own national security is the first step into that direction. If one day the government in China changes and a miracle occurs which allows an alliance or some form of union between China, Japan and South Korea, then they could rival any power. It would be the new dominant block/region. But I guess that will never happen. Although a strong alliance between Japan and South Korea is in the realm of possibility. Those two countries together could rival any power too. But first Japan to be more confident and should allow/opt for a true military with strong capabilities and deterrence.

    The deal was that Japan would remain peaceful, not develop nukes, etc. in exchange for protection from the USA - Japan got the same deal as Germany, Italy, Belgium, South Korea, etc. That Japan feels the need to build up its military could be a sign that they are looking to be more aggressive or that they do not want to gamble on political instability in the USA.

      The U.S has been asking Japan to ramp up it's military for years and is fully supportive of it, and Japan has been pretty hesitant up to now. Daily airspace and naval incursions into their EEZ by China/Russia, missiles fired over their country by N. Korea is the reason for the buildup.

    Japan is a country that is extremely weak militarily and is still weak militarily even in the 2030s, 2040s and 2050s. If there’s a country that will undoubtedly drop in military ranking near future it’s Japan. Their economy seen no growth at all since the 90s and their peak was 2012. Japan also has an aging population so there’s less manpower in the military which can prove detrimental to their military. There comes a time where they inevitably can’t invest more than the money they currently have. As a American, I absolutely disagreed with Japan’s plan for military buildup. Instead they should focus on other things not relating to military. Unfortunately, I’m sensing a repeat of what happened ≈8 decades ago.

      Yeah, but no, I think given the fact that one neighbor has invaded another country, another one launches ballistic missiles into Japanese waters and a third nation has had the largest military build up since WW2 while claiming illegally numerous islands on the Pacific Ocean and threatening to take more including an entire sovereign nation, you can see that Japan feels the need to be prepared for what might come in the future. Any sane country in the region would. Australia is doing the same by getting nuclear subs with cruise missile capability. But you won’t accuse them of trying to start a war. So nice try. Also 250 likes and not one comment? Looks like a manufactured comments and spam the likes strategy. So probably a state actor trying to shift the narrative to make Japanese the aggressor by it responding to legitimate aggression in the region.

      Appreciate your input, but in a region with increasingly rising tensions such as East Asia, and neighbours with long memories, and an inability to differentiate imperial Japan from modern-day Japan, neighbours who have zero respect for the rules based global order they consider to be imposed on them by outsiders, japan has little choice but to begin arming up. This has not been popular among the Japanese people for decades until quite recently. The only alternatives are appeasement to the hostile neighbours or reliance on the US. And given the fact that the US tends to not be a very reliable ally at times when they feel their interests are not served, and rightly so since they have the right to decide when they want to intervene, Japan must have the ability to defend itself with or without allies.

    The free world today is facing the same set of circumstances that it did in the late 1930s into the early 1940s. There is a industrial power in Europe that is ruled by a dictator who has started a war of conquest after having been appeased in earlier land grabs. The Western Pacific is being is being coerced by a Asian industrial power who has openly proclaimed a Greater
    East Asia Co-Prosperity Sphere. It has territorial aims and the only way to counter these two hostile dictatorships is to do the same thing we did the last time. Meet them with the certainty of irresistible kinetic force. I am personally very glad that Japan and Germany are now on the Allied side. I don't like that Japanese Rising Sun flag. That should be retired. Xi should tread very carefully. Putin must be removed off the board.

    Con Cina e Corea del Nord la vicino, sarebbe da pazzi non armarsi il più possibile. In questo momento non ci si può basare più solo sugli USA. Infatti, con la guerra in Ucraina, esiste sempre il pericolo che questa si estenda e, con l' articolo 5 del trattato NATO , gli USA entrino in guerra contro la Russia. In questo caso, non avrebbero più forze sufficienti per garantire la sicurezza del Giappone. A Cina e Corea del Nord non interessa niente del diritto internazionale e aspettano solo una situazione del genere per tentare una guerra di conquista contro Giappone, Corea del Sud, Taiwan e Filippine. L' unica cosa che può scoraggiare costoro è la prospettiva di trovarsi di fronte una nazione ben armata e che quindi la loro guerra di conquista finisca per impantanarsi come la Russia in Ucraina.     As an American I'm so glad Japan is ramping up their military. Our nations have been close allies for so long so we need our friends as strong as they can be. If there is ever a war in the pacific again we will be fighting together. America's greatest strength are all the allies they have.

    As someone who did study Japanese politics at an university, I can say that if Japan wanted, they could've had all the military protection they need trough United States, however, that topic is extremely sensitive.
    Since the fall of Soviet Unions, multiple Japanese politicians of various ranks were calling for a restoration of a proper military and bigger autonomy from United States (because the situation as for now, Japan is in a similar to Germany-Russia position but to the United States), however, United State's protection allows to neglect the military and save money for the economy so those calls were either overlooked, or silenced. Plus, China becoming the world's second biggest economy in 2009-2010 and having bigger ambitions made it way more complicated.
    Since the start of this conflict Japan did try hard to push for a military build up. However, once again, things became even more complicated: on one hand there's no better time than now, but on the other - their hands are already full with economy stagnation and demographical crisis. Plus, once again, United States isn't really willing to let them do their thing with Russia anymore as they did before 2022 and Fumio Kishida doesn't hold enough power or support even, he doesn't have any weight to go bold in his actions like Abe did. The best he could've made is to keep some cooperation in the energy sector with Russia going, but only the most important projects (Sakhalin 1-2, Arctic LNG).

      Japan is an island nation which doesn't need to learn to live harmony with its neighboring countries. It invaded China, Russia, annexing Korea and South East Asia in 2ww.
      Dumping radioactive water to destroy Pacific Ocean is part of Japanese noble kamikaze spirit to bury everyone with its selfishness.
      This would immediately affect Taiwan, Philippines, Russia, China and South Korea food safety, and eventually 🇺🇲, South East Asia and global ocean if Japan continue to dump radioactive substance for 30 years.
      This is war if Japan dumps radioactive substance to Germany, 🇺🇲 or any country which has border with Japan.

      No one denies that US is strong and can protect, but rather than relying on someone, you'd prefer having your own backup. Sometimes USA's interest conflicts with Japanese interest and they cannot say anything about it because:
      A) Japan relies on USA when it comes to security
      B) Japan relies on USA's market much more than Germany relied on Russian gas
      Both of those factors come at the price of your sovereignty. And if, for example, Japan would want to fight USA in Kazakhstan - it simply can't, even though Japan has much more reason to get than 'stan in it's own sphere of influence. The whole 1956 declaration fiasco is a sign of that Japan cannot do as they want.

      I am Japanese.
      The U.S.-Japan relationship is not as one-sided as you claim.
      There are some things that the U.S. relies heavily on Japan for. It is military bases.
      Why is the U.S. the hegemonic power and why is the dollar the reserve currency?
      Half of the reason is that the U.S. has the strongest military power, and the other half is that it has military bases overseas that can project that military power.
      Japan is a major contributor to the U.S. in terms of military bases. Japan provides the only naval base in the world that can maintain U.S. aircraft carriers, which are stationed there and have a strategic range that extends from the Pacific to the Arabian Gulf.
      If the U.S. loses Japan as an ally, it loses even its hegemonic status and the dollar ceases to be the reserve currency.
      If that happens, the U.S. is finished!

      @@aaaa-px7ng the actual reason why US is the hegemon and has a dollar as a reserve currency because they were the only victor in WW2. They didn't suffer much during the war while every single of their allies was pretty much ruined, literally and economically. Their economy and manufacturing still being in a good shape made it so that the dollar was the go-to currency everyone needs. It was also the only power in a possession of a nuke and with an ability to put up a fight against USSR. The choice was only natural.
      Then, it started expand to solidify it's power. That expansion also included Japan and South Korea, with a bigger emphasis on the first. You should know how one-sided the relations were until 1956 and 1960.
      And no, if USA loses Japan as it's partner/ally, it isn't finished. Japan would be finished due to the reliance on USA's market. USA would be finished if Japan does the impossible and somehow ends up friends with China. I have no idea how can that happen, but the result of that is a fact. My judgement here is solely graduation work (about 6 months of digging into economic and political documents on top of 4 years of studying), a month on Hokkaido and news (NHK, Kyodo, Sankei etc). It's not like I can understand everything, but economically, it's hard to believe that USA has that kind of reliance on Japan.
