This goes on the face of the arches exposed to the tires. The point being the fabric face is whats so effective against sound.

The wheel arch goes above this mat, it cover's it and there is enough space because the clips are in the fender mainly (depends on the car model).

It depends. I guess they used closed foam here, so it doesnt absorb water. Otherwise it would be super stupid to do as your car would rust like crazy
