You eat the soft flesh on the leaves with the yummy breadcrumb mixture. Once you get towards the middle of the artichoke, you can eat the whole leaf and the 'heart' because they are softer. Enjoy!
It's not bad to do them like that if you're stuffing them with meat and rice, but you're right...they are much better in the oven with breadcrumbs like that.
