      THAT SEEMS LOGICAL ENOUGH.
My field is Electronics and Electro-Mechanical Engineering.
Specializing in Satellite communication, Antenna Design, Robotics, and Automation + too many others to mention. Including Boeing 747 Avionics gained whilst on attachment to the USAF during my Military Career.
Many projects I worked on continue to remain classified Military information.
Given that I signed the U.S. Treason act. I cannot tell anyone anything. Unless Mr. Rossman can undertake a Memory recover after I am dead. Which could be any day now.
I do not have any warranty, and having recently been in Hospital and under anesthetic in the cold sterile stainless Steel confines of the Operating Theatre, and not remembering anything after the anesthetic was injected into a vein in my hand, It has been realized that it is easy to die.
But not to worry, one would not know anything about it.
Fortunately, after I regained consciousness, and in the recovery room, where I was given a heated blanket to wrap around myself, and a cup of tea and a scrambled egg sandwich.
So the conclusion is; Death by lethal injection would be better than Electric Chair.
The question for you all is Where does Electricity get its name from.
And I guarantee 100% you will give the wrong answer.
Out of hundreds of people I have asked this question, only ONE (who is Italian knew the answer.
I am half Italian with a Russian Jewish Mother.
The answer to the question can be analysed from the above. Mother.

A short at the output of a swtching power supply generally makes it periodically start, detect overcurrent, shut off and then restart on and on. This causes low frequency pulses in inductors which can make a faint clicking noise.

There can also be vibrations generated by the peizoelectric effect in larger ceramic capacitors but in this case is less likely to be the case.

Had an interesting problem on one of the Presidents 747's decades ago at Andrews AFB.
Where the computer that does the Avionics system self-test was in a loop and the test never completed.
Some 20 Engineers took almost 30 days replacing modules and wiring harness etc.
I remember my Mentor telling me when I was Studying Electronics Engineering,
that it will almost always be something stupid that causes the fault, so not
      start searching for complicated things.
After studying the progress reports and checking what work had been done,
what items replaced etc. It occurred to me that what was not done was to check
the PSU that powers the computer that does the self-test diagnostics of the Avionics system.
      And what was the fault?
A 13.5 volt Zener diode that would not clamp at the design voltage.
Normally the diodes is inexpensive, However Military Grade Electronic
      components are very expensive.
Anyway, the PSU was replaced and the fault repaired in the original unit
which was returned to Stock after testing and new certification issued.

I've been trying to think of how to phrase my thoughts to my brother about thinking for oneself. I am wary of ideologues and manipulative language but I don't generally dwell on it. He seems to have embraced a rigid mindset while claiming to be open minded. (I know. Not uncommon) So your perspective seems like serendipity.

As of the clicking noise, there are several possibilities.
Considering the video board was of concern it was probably something in the display Vcc source getting pulsed draw due to the bad video activation circuit causing something in the screen side assembly to click (or even the screen back-light itself)
    The other three possibilities are:
One of the lose components heat cycling, creating a heat timer mechanism which would naturally make a very quiet click.
The video circuit short circuiting and drawing quick pulses from the GPU assembly Vcc, causing a choke, capacitor or other component to click from heat pulses.
Draw pulses causing the fan(s) to slow or stop in rapid succession just long enough to make a click.
All of these center around the tendency of buck amp limiters in power regulator circuits to pulse draw when shorted.

On one hand, you can provide people with a framework and supplemental data for making logical decisions. On the other, you can try to provide the answer. This has to solve for the broadest possible range of mortal variables without altering the formula.
As an automation tech I get a lot of "Create a work instruction for X." or "Tell them how you fixed Y." These are issues with robot tooling or controls where multiple and changing elements can cause the same or similar problems. So I give them: B=C and it works. Next event - they do B and it doesn't work, because now ax+b=c. I explain the solution again. Their arsenal of strategy grows as their capability diminishes. Every answer I give reduces their chance of working through the components themselves. Depriving them of true understanding.

A large electrolytic capacitor that gets shorted out makes a clicking noise. If it's part of a power supply with a shortcut detection it will try to periodically restart. Thus you get periodic clicking.
