If you can get a jar of silver dip, that will take care of the haze and tarnish and leave the bar like new. Rinse and pat dry. Please don't clean with any abrasive means.
For cleaning there is the old trick of putting baking soda and coarse salt on a foil of aluminium in a bowl. Put your silver on top and add boiling water and stir a little. Should do the trick within 30sec or so.

According to allengelhard,com your bar has a mintage of 450,000. I'm looking for the TD and Scotiabank varieties. Won't be easy.
