DWI / Drunk Driver takes Arkansas State Police on 100+ MPH pursuit until stopping (Chrysler 300)

On April 6, 2024, at approximately 7:23pm, I was running moving radar on US Highway 70, at the Johnson Bridge Road, in
Sevier County. I observed a gray Chrysler 300 (AUK26J) traveling eastbound at a high rate of speed. I activated my in-car
radar, utilizing my front antenna. The radar indicated that the vehicle was being operated at 71mph in a 55mph speed zone.
As the violator passed my location, I immediately turned around and proceeded behind the vehicle with my emergency
overhead lights activated. I activated my front radar, in moving mode, and the radar indicated the suspect vehicle’s speed had
increased to 107mph in a 55mph speed zone. At that time, I activated my audible siren and notified Arkansas State Police
Troop G Dispatch that I was in pursuit of the fleeing vehicle. The pursuit continued eastbound on US Highway 70. As the
pursuit crossed the Mud Creek Bridge, I observed a liquid substance come from passenger side window. After approximately
1.7 miles from the original violation location, the vehicle pulled onto the south asphalt shoulder and came to a complete stop.
Trooper Zane Butler and I began giving audible commands to both occupants of the vehicle. While detaining the occupants,
we smelled an extremely strong odor of intoxicants coming from the occupants. While searching the vehicle, we located two
open cases of alcohol, along with open containers of alcohol. I observed the passenger side window was busted from the
passenger throwing a beer bottle out. While patting down the driver, I removed the driver’s wallet. Inside the driver’s wallet was .2 grams of a white powdery substance, believed to be cocaine.
Baker’s Wrecker Service was contacted to recover the vehicle, and I transported both the driver, Julio Cesar Cruz Santiago, and passenger, Eduardo Marrufo, to the Sevier County Detention Center.
Once at the Sevier County Detention Center, Standardized Field Sobriety Tests were conducted on the driver, Mr. Cruz. Mr.
Cruz exhibited 6 of 6 clues on HGN, 7 of 8 clues on Walk and Turn, and 2 of 4 clues on the One Leg Stand. The Arkansas DWI
Statement of Rights Form was read aloud, as Jailer Itzel Torres translated for Mr. Cruz. Mr. Cruz signed in acknowledgment.
When asked if he would provide a breath sample, he refused, with the on-shift jailer signing in acknowledgment.
The passenger, Mr. Marrufo, was charged with:
Drinking on the Highway, Open Container of Alcohol on Highway, and Littering.
The driver, Mr. Cruz, was charged with:
Felony Fleeing-Exceeding the Speed Limit, Felony POCS Cocaine 2 grams, Driving
While Intoxicated (3rd), Refusal to Submit to Chemical Tests, Speeding, Drinking on Highway, Open Container of Alcohol on

Judges need to be held accountable for letting these people walk to menace communities
The state decides the punishment guidelines. Tired of people always moaning about judges and DAs when they should be moaning about the state reps that they voted for.
@@Micha-fk4gn The judge follows the sentencing guidelines that are set by the elected officials. If the cases are heard in court then a lawyer defends the accused and will plead for minimum punishment. Blaming judges and DAs for upholding the laws written by elected officials is daft. I suspect a lot of the elected officials are concerned about themselves or family members being caught for DUI so don't want the punishment to be too severe.
@@alanchase7329 You are correct that the judge has to follow the written guidelines during sentencing. And you are correct that the defense attorney will request the lowest sentence possible. However, the judge does not, and should not, pander to the defense request and should sentence these idiots to the maximum punishment allowed by law. You show forgiveness the first time someone screws up. After that, nope. Issue the maximum punishment. And that sir, is up to the judge.
@@alanchase7329 Sentencing guidelines in Arkansas state someone convicted for their 3rd DUI can be given 1 year in prison, $5,000 in fines and a 30-month driving suspension. That's an appropriate punishment IMHO.

I love how quickly the troopers back up support came and these troopers do an amazing job of keeping your roads as safe as they possibly can and I watch from the other side of the world and am forever in awe at just how great they are. 🥰

But officer, we don't need drivers license in Venezuela. Things this is not Julio Cesar Cruz Santiago's first time, since he is not allowed to drive without an interlock device on the vehicle.

the car ALREADY has an alcohol-lock device installed, and yet the guy is still drunk-driving. he probably always gets his buddies to blow on the thing, instead of himself blowing.

I've seen a few videos of people (CZcams bloggers) having ride-alongs in a squad car - maybe I can ask for one next time I get to the States. I think a police station in a small town might be more likely to oblige - less crime, less busy.

Doesn’t ASP do McNeely warrants on chemical test refusals? California agencies force blood after getting a quick McNeely telephonic warrant if the driver refuses. And the driver is still charged administratively with the refusal and license is suspended for 1 year for the refusal. And the department still gets the blood.

I've noticed in several of the videos that the officers have been watching too many movies about holding a pistol. Cocking the pistol way over to the side generally is not the way to hold it.
No, its trained that way. If you hold it sideways you can pull it in close to the body for control. Then if you fire you won't break a tooth. Its about controlling where the recoil goes and not "limp wristing" because you just busted your lip with recoil.

It is a beautiful state. Obey the traffic laws and you will have no trouble. I worked in the state for over 16 years, and drove many miles every day in the state. I put over 180,000 miles on a car in that state, and I don't know how many of other company cars. I was never stopped even once by the police or ASP. I saw my share of ASP chases go by my in that time, or came up on the stopped ones.
Aaaand he will be out tomorrow drinking and driving.
Since his charges include "Driving on Suspended DL, Violation of DL Restriction-Interlock Device," he was already prohibited from driving. Let's hope the Arkansas judge keeps him off the road for a while this time.

In these felony fleeing situations, the passenger is detained until the end of the investigation. Then, if he doesn't have a warrant, he is released.

He accelerated when the trooper activated his lights. He went from 70 to over 100, according to the radar. That's fleeing, or at least an attempt. The fact that he came to a stop without assistance from ASP may work in his favor at sentencing, but it's still fleeing.
