Its not just because of the hair. While it isn't confirmed what kind of new form he's getting it does look like he's getting something. The hair is longer and darker , the same is going on with his Aura in the preview and his aura has shiny particles in it just like Ultra Instinct does. Also that shot during the new credits if you look at Vegeta's eyes they are more blue and have pupils in them like Ultra Instinct.

Look closely at Vegeta in the ending. His hair is longer and is darker blue than normal. His eyes are also similar to Ultra Instinct, but they are blue. My theory is that we are going to see a mastered SS Blue like in the manga. Remember what Vegeta said : Kakarot can have Ultra Instinct. I will defeat you in my way.

Vegeta's eyes are different and if you look at his hair, its a darker blue. look at the preview and look at the difference in color between vegeta's blue and goku's. i dont think that vegeta is in regular SSB

Uchi you’re missing it. it’s some power beyond ss blue. If you can see, his aura looks different and vegetas hair seems a darker blue. Also in the ending as you can see he has a pupil now in his eye

Look closely at the last shot of the ending. Vegeta's eyes are just like Ultra Instinct Goku's. His blue is also a lot darker too. It looks like he's getting a new form but it's different to Goku's.

the anime is giving Vegeta the same form he and Goku have in the manga. Mastered SSGSS. but for some reason Goku doesn't have it, even though he unlocked it first in the Goku Black Saga. maybe Goku did it in 122 cuz his hair did change style (SSJ2) but idk.

If you look at the end of new outro and end of the preview vegeta has a new form at first glimpse it looks like normal ssblue but if you go back you'll notice that vegetas aura is now mixed with a dark blue outline with white sparkles exactly like gokus UI and he also has the shining pupil in his eyes like it as well. again its shown at the end of new outro and end of preview when goku ssb kaioken is next to vegeta
