Where do you obtain the bamboo dowels in a small enough diameter?

Hello! This is a crazy question, I know, but bear with me. If a bird has a feather that’s completely plucked, would you need to insert feathers into the spot? Is that possible? And, would that hurt?
I’m working on a fictional story/project that I’m sharing among friends. One bird is trying to pass for another type of bird and needs a change in plumage in order to do it.
