- Today we are joined by @NewsNowYorkshire as we have a walk around HMP Rye Hill, Willoughby, Rugby CV23 8SZ and Rainsbrook Secure Training Centre, Willoughby CV23 8SY.
Rye Hill had many Illegal number plates in the Car Park but performed very well in terms of allowing us to have a look around without any interuption.
On the way to Rainsbrook a short walk away we was spoken to by 2 Constables about walking around the car parks.
As a result of this conversation, we set up operation snap ready for a final chat as they drive past.
We then pop into the closed down Rainsbrook "prison", speak to 2 SIA Licence Holders and then have a quick look from above with the drone.

As usual the police couldn’t care less about the illegal number plates. No doubt if they caught normal civilians with illegal plates they’d be quick to punish them. They are only scared about two men with cameras. That’s British law for you. Talking about law, it would be good for police to learn the law. It might help.
The offence of having illegal number plates is reserved for fishing activities after a traffic stop.

A quick google says it was closed because occupants were locked up for 14 days in a row without outside time. Shocking really. Privatising prisons is such a bad idea.

Face masks were always required when in close proximity to other people, paramedics still wear them when in the ambulance even when it's just the paramedics so I'm not seeing the issue?
It’s funny that the police ask auditors why they’re wearing masks and sunglasses. But are now doing the same.
Police do seem to appear in numbers despite continuous claims their numbers are depleted and under pressure seems a farcical claim when a auditors camera is the focus of their attention.
I have a feeling that somebody at the top is telling fibs. Trying to increase their numbers and their power.

My son in law was fined for a number plate had one letter less than a quarter of an inch out. So the drivers of the cars shown should definitely be fined.
It's only an offence if caught driving/in use.

The absolute state of them number plates! One was definately an eyesore. The police turn up for no reason, then talk their way out of acting on motoring crimes, they are informed of, if tney don't want the £1000 per vehicle fines they could give the payments to a charity.

Those two young blokes were nice and polite, as they should be. I would ask that you never ask police to explain what they know about laws, because that't when they become embarrassed! Both were wearing gang badges that I wish their superiors would do something about!

The Ministry of Justice is removing all children from a key institution detaining young criminals in the UK, amid serious concerns for their safety.
All 33 children currently detained at the Rainsbrook Secure Training Centre will be transferred to other institutions.
Justice Secretary Robert Buckland said private contractor MTC had "failed to deliver" vital changes.
The company said it was surprised by the move and challenged the findings.
During the peak of the pandemic last year, detainees were being locked up in near solitary confinement as a quarantine measure.
Three watchdogs were so concerned to find that children were still being held in those conditions in December, despite an order to the centre's management to stop, they ordered ministers to take urgent action.

That prompted Justice Secretary Robert Buckland to order major changes to how private contractor MTC ran the facility in Northamptonshire, including new managers responsible for more closely monitoring how the young detainees were being cared for.
But in a statement on Wednesday, the Ministry of Justice revealed that a further inspection by the education watchdog Ofsted had rated the centre as "inadequate", despite attempts to turn it around.
It said that the most urgent concerns about the time children spent locked up had been addressed - but the government did not believe that MTC had done enough to resolve "wider long-standing issues".
Mr Buckland said: "Six months ago, I demanded that MTC take immediate action to fix the very serious failings at Rainsbrook.
"They have failed to deliver and I have been left with no choice but to ask that all children are moved elsewhere as soon as possible.
"This move will help protect the public by ensuring often vulnerable children get the support they need to turn their lives around - ultimately resulting in fewer victims and safer streets."
The 33 current detainees will be moved out of the facility to other accommodation within the youth justice system. In practice that means the only other operating secure training centre (STC) or secure children's homes that are dotted around the country.
In a statement, MTC said the welfare of children had been its priority and it had been working in close partnership with officials from the Ministry of Justice since late last year.
"Given the previous positive assessments, including Ofsted's follow-up visit in January, we were very surprised to receive Ofsted's feedback at the end of last week's inspection," said the statement.
"We have a number of concerns about their approach and ultimately the conclusions they have reached. We plan to vigorously challenge this as we go through the fact-checking process."
Rainsbrook will be mothballed while the MOJ considers its future, including its contract with MTC.
It's not clear whether the contract can be automatically terminated.
The potential complete closure of Rainsbrook would mean that two of the three STCs in England have been emptied after serious allegations of poor management and care - the other being Medway in Kent.

I don't understand where people get these illegal plates from. Are they legal to buy? I'm German and only official plates would get an MOT sticker here from an official traffic office. You would get stopped quickly here with illegal plates without an MOT sticker. Why does police come out to pester you doing a legal activity, but don't stop people with illegal plates to cash in on fines? German police likes to hand out fines 🙂
You can get them made legally as "show plates " not for road use !

Living across the pond (in the US) I don't understand how they get these illegal plates. Perhaps I'm just out of touch with the illegal activities here, I don't think there's anywhere to purchase illegal plates for our vehicles. I find that very interesting indeed.

The plates are not supplied by the State/Gov, you get your registration/plate number and have any number of places make them for you. Struck me as strange at first.
You can purchase plates with almost anything printed on them, as a lot of lorry drivers or young car enthusiasts in the UK have them made with their name/nicknames and then put it in the window as an accessory/personal touch. Because of this, drivers purchase these plates with how they want the letter style/spacing etc and then illegally use them as official plates on their vehicles as no reputable manufacturer would create this for them knowing its going to be used in place for the original ones.
Because in the UK any shop can sell number plates. We don’t get them issued from an official office.

2.Coppers have the ability and skill to talk crap and turn things around to their liking and try and trip you up.

@@colincole9642 My next door neighbour - a retired Chief Inspector - told me “it takes a criminal to know a criminal”. In his view many of the police and prison staff weren’t much better than the inmates.

I have watched a lot of NNY videos, hes a great auditor like you DJ, not as polite as you sometimes, but he only gets like that if the person he is talking too starts being aggressive towards himself first, where as you it takes a lot to push you to your limits, which is why I enjoy your content so much.
It’s very problematic that most security guards and military guards are foreign born citizens that don’t have a firm grasp with your language or the law. Why is that?

On Pj chat with the road cop, regarding could they get points/fine even if in a private area and they said they said if for example a taxi can enter for pickup, then it can be classed still as public highway. if the police really want to catch tho illegal plates they would set a road check point up for shift time finish and pull any whats illegal if they are saying they cannot because its a car park whats all on cctv so it will show then entering from a public highway. just excuses not to do there job

You carry on with the number plate thing (and tinting for that matter) - it is one of my bug bears. If I had an illegal number plate (highly unlikely as I think that personal plates are tacky) I would be fined the same day, I am sure.

I'm Canadian, can someone help me understand the allure of illegal plates? Here they give you plates when you pay insurance. Do people buy their own plates there? Or they just want it to match their car?
Its just the spacing and the colour of the background. They must be the correct spacing and colour or they become illegal. We have many online retailers that will make a numberplate up for you. You could even have one made that says NOTGNAR if you wish.
They are vanity plates. Rather than accepting whatever plate you/your car gets assigned when registering, you can request a custom/vanity plate. And get that plate correctly made. But some opt to get an extra set of improper style, that shouldn't be mounted to your car, from places. And throwing caution to the wind put them on their car and hope not to get tagged. Or accept the fine and continue driving with the wrong plates.

@@notgnar8506 the plates are issued by the DVLA, you can pick the registration number when you by a new vehicle but the registration number belongs to the DVLA. I'm sure someone will correct me if I'm wrong.
@NotGnar over here, when a vehicle is manufactured, it's registered and gets assigned a plate. That stays with the vehicle regardless of ownership transfers. You can buy a different numberplate that isn't already assigned to another vehicle, giving you a different letter/number combination. Or you can buy "show plates" (not for road use) that say anything you like on them.
A lot of people get show plates made in a different style with their real registration on.

I've been using Op Snap for a while now to report dangerous driving, red light jumpers, people using mobiles behind the wheel etc. I would be interested to know if the police take the illegal plate footage seriously because there are loads of people doing it where I live. Some have been using dodgy spaced plates for ages and they never seem to revert them back to standard format.

How can you be in the police and have no clue about the laws etc when it's your job to uphold them?
How can they come out and drive miles to question people performing legal activities but they can't walk a few feet to report illegal number plates. Those particular ones need firing and someone needs to look into why they are afraid or averse to making the prison staff abide by the laws.
I would love to know what the coppers say to each other when they get back in the police car.
