I played Haiti before and it is difficult to make much progress but if you get a Colonial Institution early you can focus on taking tiny colonies in states where the great powers are dominant and then you can trade away those colonies for more land at home. I was able to get the entire west Indies by just colonizing iirc Togo(to trade with Denmark for their singular island) and once I had an island each subsequent island trade had a +25 modifier to accepting since I was just completing the state. I sold most of my colonies in Niger and the Sahel and ended up with the West Indies and a monopoly on Saharan Africa which has Iron in Mauretania Sulfer and Coal in Mali and even Lead in Niger if you can get that far. You can incorporate African land really quickly since past the Maghreb areas it's all Homeland to at least one African Heritage culture and you can definitely make a decent enough base off that. I got to the 1860s I think and had a pretty good colonial base set up and it's definitely a slower nation but not an awful one.
Also you can make bank by just farming Tobbaco and exporting it worldwide. Those trade routes are crazy.

That and besides China you kinda have to protecterate yourself to the British and that gets messy fast.
@katelundberg2029 I had a really good run going once as Sikkim, where i (still independent) took over all of tibet, modern pakistan and burma by the 1880s and I ticked just barely over the 100 infamy limit (accidentally) and all of europe came to bring the hammer down on me. I think I was playing on ironman or had no recent saves, so i couldnt save the run😔

Here's a slightly off-the-wall suggestion for a Hoi4 Campaign:
As vanilla poland, you can use spies to get collab governments on lithuania from game start thanks to being Non-Aligned. Using this knowledge, you can do two (one will also work, but two will be more reliable and let you take the decision earlier) collaboration governments on lithuania before turning democratic via the sanitation left focuses. If you do this, then go sanitation left and take the wargoals on lithuania you can very easily form a democratic PLC via the decision before stalin comes a-knocking AND also get rid of the horrible Danzig-related trade law thanks to owning another port. If you do it efficiently, you may even be able to take the decision to form the PLC before Danzig or War; although as the collaboration governments take a lot of civilian factories and leave you initially weaker, it may be worthwhile giving up Danzig at first. I'll leave that up to you!

A tip for smaller countries is to actually not build a construction sector or go to high taxes. This is because your first 10 construction is fully free, and when you build the first construction sector the private queue turns on and takes at least 2.5 construction away from you. The private queue also likes to build over your arable land which will lessen your migration attraction, and agriculture is not the best industry to use your population on. The reason you don't want to go high taxes is because the amount of construction you can add from increasing taxes is not worth the decreased legitimacy, radicals, and the like. Low taxes will increase your standard of living too, since you are taking less money from your population.
Finally, going into debt can be fine sometimes. As your prestige grows and you become a major power, your interest rate decreases. This allows you to less painfully have a deficit, which will increase your construction and by proxy your economic growth. Also, your government income is not necessarily your economy, so seeing it go negative is not a horrible sign. One could argue that having a positive balance is actually bad for your economy since it removes money from your pops, which lessens their consumption, but I'm not good enough to elaborate there.

I would like to suggest playing as norway, forming scandanavia, then, in no particuler order, conquer scotland, wales, and england, as well as that strip of land along nothern germany that denmark owned in like 1200 AD, and conquer the region controlled by Novgorad before russia was a thing, and conquer latvia, estonia, and modern day lithuania. I call the challenge Super Chad Scandinavia.
One thing you could probably have done is spammed colonies in states successively, and then traded those colonies to Great Britain to "complete those states" in return for other Caribbean islands. The AI like completing states via trades.

It raises competition which raises wages and attracts immigrants which can be a godsend for smaller states like Hati as long as you don't overbuild too much. Why Haiti began and remains poor (pt 1 of 3).
During its colonial days, Haiti’s slave plantations supplied over half of the world’s sugar.
But after the slaves gained their freedom from the brutal regime and the country declared independence in 1804, sugar disappeared from the economy as small farms produced coffee, subsistence agriculture, and food for local markets.
In 1950, when Haiti was at least producing some sugar, its exports were far behind comparable countries: sugar exports in Puerto Rico were 35 times higher, and in the Dominican Republic exports were 14 times higher.
A common explanation for Haiti’s resistance to producing sugar is that Haitian culture rejected the industry because of the associated historical traumas. However Haitians went to the DR, Cuba, even Puerto Rico to harvest sugar cane so there was not much of a cultural stigma towards the sugar industry.
A major contributor to Haiti’s failure to restore its sugar economy was historical property rights institutions that created significant transaction costs to starting large-scale farms.
3 post-Independence property rights institutions: (1) a large redistribution of the former French plantations; (2) inheritance patterns on peasant land that gave every family member a veto right to selling it; and (3) a constitutional ban on foreigners owning land in Haiti.
But the property rights institutions in Haiti are important because they were not established by colonists; instead, they were created by a newly independent nation in reaction to colonists. These are post-colonial institutions.
From 1900 to 1960, sugar accounted for 76 percent of Cuba’s export value, 51 percent of the Dominican Republic’s, 46 percent of Puerto Rico’s, and 26 percent of Jamaica’s. Sugar contributed only 5 percent to Haiti’s exports. Less than 10% of Haiti's sugar production was exported whereas for the other Caribbean countries about 90% was exported. Since 1987 (demise of HASCO) sugar in Haiti has been a cash crop raised by peasants rather than by large-scale plantations.
