Mario and Luigi have had full speaking lines in certain stuff like Mario Golf: Toadstool Tour. I find that they talked more in the older stuff. There's the cartoons, and Martinet does Mario and Luigi's voices for the interactive Mario-in-real-time display at Nintendo World.
Nintendo never gave him that wicked look, Wario has always been the goofy antihero, greedy and scathological. It was the western marketing that made Wario "evil".
Wario World looks FUN! I have a gamecube but they don't make gamecube games anymore that sucks. But I know a store that sells them. 1995-2005 were the BEST on video games!
