You need to get 50 units into the collision, so you need 50 speed. This is around the speed of a long jump, so there's unfortunately no way to even get close by swimming. It's a shame...
When the game checks for collisions, it will cast a ray from the previous position to the current position (actually 50 units above the position) If this ray hits anything, we don't clip. However, if you are exactly on the triangle on a certain frame, the ray will fail to detect it (due to the check being > instead of >= ). And on the next frame the game will cast another ray and for the same reason won't detect the floor. Now there's some more things like why you have to be at a seam which involves a second collision check, but that's the main idea. This glitch is precise up to 1/64 units (for example a dive rollout can grab a ledge up to 333 units up)
In theory, someone might be able to do this in real-time if they get absurdly lucky (it doesn't seem to require any superhuman controller input, just near-impossibly precise positioning), but for all practical purposes, it's TAS-only.

Making progress on the 150 star tas is really difficult, because it's an insane amount of work and it's really hard to get or keep motivation, so there hasn't been too much progress since the WIP was uploaded. We've done a decent amount of work on TTM, which is the next 6 stars of the tas, but progress is usually quite slow. Most of the time I've spent tasing since then has been on working on the optimized 0 star tas, since that feels like a much more achievable project to me, and is a lot more realistic to finish in a reasonable amount of time. Migu has also been working on the Any% no quantum tunneling tas, which was probably about 90% finished right before we discovered quantum tunneling, so that might also be released sometime soon.
I can imagine, just routing a tas for this game has to be insane with figuring out when to use the three characters and in what order to get stars... And that's on top of finding the fastest star times possible with quantum tunneling Also personally, I just got this game now, it's about to arrive in 3 days, and I'm probably going to look into tasing it at some point down the line
There are some stars you can't get, like eye to eye in the secret room and the switch star in jrb. Getting Chief Chilly reds without him though means that we can just unlock him and only use caps without ever actually taking him out of the character room, which we could already do with wario but no one else (though it'd be really slow to do that because of the aquarium)
It would be so overpowered that it would completely change what the tas would look like, and would replace some incredibly cool strats with "idk just walk through a wall or something". It would also require the entire project to be started from scratch, which would set the project literal years back

tunneling isn't caused by floating point which I don't think sm64ds even has, I don't understand it enough to explain what does cause it but not that
