Ichigo’s Father was a soul reaper from a very very very long time before his son even born he was a captain
But the reason why shinji does not know him is because shinji became a soul reaper After Ichigo’s Father got married
As we learned in the soul society arc Urahara was a captain before he was expelled from soul society. This means there can be more that 13 "Captains", tho they dont hold the official title captain anymore. Theyre still people that were captains and therefore got some fighting power. Now considering Isshin got a captains cloak and considers himself captain level you may come to your own conclusion. The reasoning is a spoilr tho.
I can't wait for Neel to reach the Pendulum Arc.

There can't be more than 13 captains. People like urahara or ishine have been removed from there position when they left soul society. Same with the hollow guys

Just for a brief explanation: those 3 new puppets are mod souls created by Urahara and were introduced in the "Bount Arc" because they were literally created to sense/detect "Bounts"; another race of people with powers. The blond girl can create illusions, the dude with the ski mask can teleport, and the top hat guy can shapeshift. Theyre good guys and stick around through the series, sometimes helping out in fights. Thats all you really need to know lol.
Shinji and Isshin come from different generations. Soul reapers live long-a$$ lives being spirits and what not. Nevermind the stuff about people, like Urahara, leaving Soul Society. Lots of reasons Shinji didn’t recogniz Isshin

Well of course one of Ichigos parents was a Soul Reaper. How do you think Ichigo had his own Soul Reaper powers after Byakuya severed power he got from Rukia? Thing Urahara did was just an extreme was to awaken it, you cant make anyone into soul reaper from nothing.
Also good thing on noticing that charm Ichigo got from his dad and that Ichigo is pretty bad a sensing Spirit power

Ishin became a captain after Shinji left.
Shinji looks like a highschooler but he has about 200 years on Ishin. Hes from the same period as Urahara.
Ishin was a nobody when Shinji was still a soulreaper. thats why he doesnt recognize his aura.
the visorods and Urahara left, then their spots were filled up by a new generation of captains, which include Isshin, and then Isshin left for *more plot reasons* about 20 years prior to the current times.

Isshins failure to step in at any point will be explained when tybw gets animated starting in october

This filler characters stay in main plot for a little(and then the'll be gone), i guess anime creators liked them, and want to sell toys and keep them for a little idk :D Dont worry about them. Consider them as a small filler plot in main story.

Isshin is a captain not just "captain level". He also had the whole white cowl he just ties ot around his arm for style to look different (urahara is a captain too). No one knows about Isshin cause he's a super old captain that existed before most of the current 13 court guard captains (though a few of them know him and will recognize him when they see him)

Uryu's father went for a time while losing his powers, the same thing more or less happened with Ichigo's Father so he wasn't able to step in and provide help to Ichigo until recently. Well the rough time frame would be when Ichigo lost to Renji the First time which caused the Hilt of his sword to break apart. Well if Ichigo's father had his power when Ichigo was a child he wouldn't been without a mother.

well, not caring about being a Quincy and not being a Quincy are two very different things. And well while it is explained VERY late in the manga (it will be in the thousand year blood war arc) Ryuken has good reason not to care about the Quincies. But well he still is one and at least a fairly decent one.
About Ichigo's dad. he will be explained too. If he had been able to use his powers, we wouldn't have the series. Isshin is a boss in his own right. Let'S say he got his power BACK somewhere down the line. i do not believe the exact moment is specified but my guess is one of three possible moments: one during Ichigo's shattered shaft traning. it's the least likely but possible. During his Bankai training or what i believe is the most likely, during the fight with Byakuya. I won't explain my reasoning because it would require spoilers butr I do believe it is one of those three moments.
it could also concievably be the kenpachi fight. actually the more I think about it, the more i gravitate to thinking that Isshin regained his power when Ichigo thought vs Kenpachi.

So no one watches the Bouny Arc, lol i personal had no problem with most of Bleach fillers, i will agree that the way that arc ended was kinda plain but the enemies to me where quite cool and the Opening was HEAt. But i just yk ppl have their own opinons.

It's filler lol it's not part of the cannon story, even if he wants to go back and watch the filler arcs there are better ones to watch than the bount arc
I’m sure others have already and will continue to say it, but try your best to ignore any any references/callbacks to the filler arc you just skipped. The flashbacks and characters that will appear offer NOTHING to the main story.
So they tried to keep the Filler characters around in minor roles to make the filler arcs feel more important than they were. There are some great Filler in Bleach (Especially the Menos Forest, don't skip that Arc!) but overall they're unimportant
Soul Society is the peak....atleast until TYBW comes out
