Rough soil will also stay rough soil if you use the improved tools to raise and remove the soil. So, no npc around, use your improved tools

@@AlexiGiovani I’m working on summer sun, want to stock up on everything I can before the new stamina. I fear that I will be so upset that I would go out on strike. 😠 So far the review of the stamina is not good. I love to fill in rivers and collect tons of relics from the riverbeds which I have raised.
