    when I worked for the DSS (as it used to be called) we were told not to tell people about benefits they could be claiming. This was very frustrating and the people who didn't know what they could claim for were usually the elderly. Then the govt would say 'look at all these unclaimed benefits' as justifciation for cutbacks. I and colleagues would nudge people in the right direction but it was frowned on. This was in the 1980s.

    no one would really actively choose to live on benefits!
