- NEW YORK, September 7, 2023 - The Asia Society’s Center on U.S.-China Relations and the Hoover Institution’s project on China’s Global Sharp Power launch their new joint report, “The CCP Absorbs China’s Private Sector: Capitalism with Party Characteristics.” The report outlines the CCP’s massive endeavor to use private capital to bolster the party’s political authority in the country's economy while pursuing Xi Jinping’s ambition for a global superpower status. Report author and Hoover visiting fellow Matthew Johnson opens the program with an introduction to the report and a panel discussion follows featuring Yasheng Huang, Epoch Foundation professor of International Management at the MIT Sloan School of Management; Orville Schell, vice president and Arthur Ross director of the Center on U.S.-China Relations at the Asia Society; and Anne Stevenson-Yang, founder and research director at J Capital Research. In China the capital can’t dictate the government, unlike in a “democracy”.

I've lived in this country for over 50 years and had experienced the years of Mao, Deng, Jiang, Hu, and finally Xi. From my perspective Xi didn't change much from his predecessors like Hu and Jiang, as portrayed by these speakers, my life as a political nobody didn't change much either . My understanding is Xi had found the biggest flaws of his predecessors, like corruptions and unrestricted capitalism, and had the gut to restruct the party and challenge the vested interests. He might have taken bold actions which might not yet the expected results, but I never doubt about his intent.

This is the problem with dictatorships: the government becomes an extension of the ruler, with all the personal flaws exhibited through policy.
That is a difference with the US where private sector already swallowed US government for years.

BRI is not a failed strategy. On the contrary, it has greatly increased China's influence in the global south. If we must talk about individual cases, about 10% of them are problematic, but we cannot cover up 90% of the successful cases. From today's perspective, Russia's invasion of Ukraine is a very successful gamble. Russia's goal has basically been achieved. It is very unwise to wait for the West to negotiate when the West becomes impatient. Using SWIFT sanctions is a very unwise move. This is equivalent to a financial nuclear bomb. The current The situation is that Yellen has expressed the hope that Russia will return to SWIFT.

In my personal view, i think centralised control Economic isn't failed or isn't bad as what was said to be.
However, the Non-centralised control Economic are now vividly & visibly fails in many aspects. A dive deep into it shall reveals all the weaknesses that have emerged out of it. Everyone can see clearly now. What you have is the introductions of machanism ( methods ) to resuscitate or to resurrect what would actually already demised. I think you guys knew about these.
Ofcourse, obviously the centralised control which is normally associated with Communism would never gainning ground of perfections but condemnation.
This was already started ways back before world war right up to the end of the 1st Cold War in the 70th . The Centralised Control which was associated with Communism can never views as goodness or equal to that of Democratic Capitalists. Besides, the Capitalist syatem which was spearhead by the west totally shunned on Centralised Control which is Communism with full condemnation of despotism. Fearing the spreading of Communism ideology. My honourable speaker, Centralised Control, obviously, without global excess & global offered goodnesses or global acceptance in its early years could not strive left alone to shine. Certainly, with restricted movements & acceptance to global & without global penetrations eventually rendered the Centralised System failed to produces its flares leaving alone the Democratic Capitalist ( Non- Centralised system ) to reign & to roam freely without comparisons. But the reality begins to unveiled in the 80th.
Similarly, if Democratic Capitalist with Non Centralised Control & if facing a similar situations to that of Centralised Control system of Communism with limited penetrations or acceptance worldwide too could not strive. No best systems could ever survive or producing the best results under that scenarios.

Under such scenerio till in the 70th & begins of 80th when China with its Centralised Control was allowed to access to global penetrations, looks, what have happened. Centralised Control did somethings miracle to China & this Centralised control were then reduced & fortified by much liberal forms or Capitalist Private Enterprises which saw the the ' Commucracy System ' glows & glows to the envy of the worlds & to the extend of uneasiness & views as threatened to some ( may be ). Eventhough these are under natural evolvement due to right implementation of the system of which China classified it as under ' Chinas Characteristics '.
Ironically, the Non Centralised control system is today somehow shaken. I believe, many also realise that some countries begin to have or getting or allow their state involvement in Economic activities. No one mention on these. Could the Democratic Capitalist allowed for that ?. Even, the Media were put under scrutiny now. Is it ok in Liberal Democratic countries ?, etc, etc.
Well ! Lets us chanpioning the right narrative for that the right narrative are the keys to human progress & success. Wrong narrative will only bring us backwards to the brink of benighted all of us. You know, championing the wrong narrative would make us go on & go on & go on ..... to address on something isn't real & merely illusion & delusions. What would we get from illusion & self delusions. Here is a somewhat alternative perspective: China like many developing economies before it, is stuck in a middle income trap. The leadership knows this, but is unwilling to do what it takes to get out of the trap cause it undermines, endangers, etc. its very own leadership (keep in mind 'a trap is a property of the trapped' as they say - like a mouse trap cannot be used to trap lobsters and vice versa). So the leadership has to rule indefinitely while the country/economy remains indefinitely trapped in a middle-income. All leadership actions you see internationally (like BRI) and domestically (crackdowns, or openings, dual circulation, share prosperity...) or are likely to see in the future, are efforts to ameliorate the effects of having been caught in a middle-income trap. From which China will not escape for as long as there is leadership unwillingness to do what is necessary to escape the trap -- of course without having to admit such facts to its citizens, investors, partners, etc.

The government is utterly reluctant and unwilling to have a wealthy, education population; for such a population would not tolerate the current government and its ways of governing.
The Soviet Union figured it out almost a century ago : keep the population in squalor and destitute, lest they rebel.

Two points; the West after WWII developed Japan to keep the country out of the Russian sphere of influence. Japan became the ‘shop floor’ for production. After a period of decades, Japan became too expensive and business moved on to Taiwan. Once it got too expensive, business moved on to HK and then to China. It is now too expensive to use China as the global shop floor, so business is moving in to Vietnam, India and Mexico.
Additionally, Xi’s jingoism about turning the Taiwan Straights into a war zone is making business VERY nervous.
So it’s just China’s turn to stay where they are in their development path. 800 million citizens in rural areas that are very poor will not be joining the global economy because those citizens are needed in food production in place. With business leaving, there won’t be jobs available for those rural citizens to move to anyway, let alone the democratic time bomb that is stopping an aging population from becoming ‘consumers’.
China’s current dilemma is simply a historical factor exacerbated by Xi’s jingoism.
There has never been a large country except USA which has defied mid income trap. It will be a miracle if China can cross even 20k per capita income. Even if they get some breakthru in AI and new Tech, it can not offset loss of low income manufacturing. My country India will be lucky to break 10k income trap.
Japan had quite developed tech sector, but still is unable to breakout. Same with Korea. So in a way China or any other country will not be able to overtake US.
Middle income trap sounds like a meaningless term and all you need to do is look at the youtube videos of foreigners showing you their lives in China and compare with living in North America and you immediately understand that made up terms don't mean much much when ppl in China have access to much more despite having lower incomes in being provided with easy access to an incredible array of transportation whether it's e bikes, didi taxis, subway, buses, high speed trains and planes. Their access to excellent , timely and affordable healthcare is unparallel and the issue of safety would put this middle income trap country in an enviable position that most citizens of much higher income countries would envy badly as they keep stressing that point again and again non stop. WE could also compare public toilets and China would again come up on top much higher than many high income countries. So you tell me, is that middle income trap term for real or a crazy bad invention that has absolutely no merit !!!

Who got Japan correct! People thought that Japan would overtake the USA, but Western business has always moved around the world using poor countries for their shop floor production capabilities. Once a country becomes too expensive for low end manufacturing, business moves on. Now, businesses are moving to Vietnam, India, Mexico and other jurisdictions and at a time when Xi’s jingoistic path is also pushing production out of China. So don’t look at Chinese toilets or infrastructures and brag, because in rural China is still poor. The country is ranked 73rd in GDP per Capita after Belarus. Look at toilets in rural areas as a better bell-weather of where China really is.

It also banned state owned companies from using the international auditing/accounting companies in an effort to prevent outsiders from learning the real data about China's economy.
