A few years back we had a meth cooker living next door. All it took was me and one other neighbor calling the cops whenever there was a strange car parked outside. 6 months later they were gone. I had to do something because the dumbasses would knock at my door by mistake, looking for drugs.

Police have to be extremely careful when arresting / charging someone because a good lawyer can get all the charges dismissed just because cops didn't give the dude a bottle of water when he asked for one. This is why criminals start saying "I'm in pain, I can't breathe, I need water". They know the system very well, and they know they can get charges dismissed because an officer deprived them of medical care, or water, etc...
