Did anyone hear this odd EAS on Wed. June 10, 2015 when The View was on WVEC/13NewsNow?

- I think each week or every two weeks the local television stations, and local cable or satellite providers participate by testing the emergency alert system abbreviated as EAS in the event that was an actual emergency such as this Surrey Power Nuclear Station or dam leaking or braking to tell everyone if they need to evacuate if necessary. Thankful we do not have to worry about dam leaking or braking in our area fair as I know.
Anyone in the Hampton Roads viewing area may have hard this strange EAS, which I don’t think is very appropriate. To here what the EAS should sound like please see this video • This is what the EAS s... . - Věda a technologie

This was most likely caused by a radio station airing EAS tones over the air. That then caused other TV and radio stations to receive that strange alert.
It would be weird hearing Howard Stern while an EAS goes out on a television station that definitely does NOT carry the Howard Stern Show.
I’d rather hear the Emergency Alert System for a whole hour than sit through an episode of The View.

This was definitely an EAS hacker.
The Radio Station Was A PriEntryPoint, IIRC.
It was most likely cause by a station airing accurate tones over the air, or something close to that. If that's true, that station's going to get a hefty fine from FEMA.

Seems like the station was trying to relay an EAS message, but the audio probably got mixed up. Result, they aired a portion of the radio broadcast rather than the alert message. This happened to me sorta once, during an EAS test the test message was played but then was followed by the regular broadcast of the radio station.

Same sort of thing happened in June 2007 here in the Chicago area. EAS was mistakenly activated for an Emergency Action Notification, but instead of alert audio, the broadcast from radio station 720 WGN-AM was played.

Looks like the station WVEC is monitoring played an old EAS tone in their programming (a HUGE no-no, by the way), and thus tripped Ch 13's box. The message seemed to end rather quickly, so I suspect someone in Ch 13's master control quickly realized what was happening and aborted the test.
Jake Bechtold that’s exactly what happened, can’t find the article but I read about it a while ago. The radio show played the eas tone as a gag but didn’t realize it was a valid tone. Since the station was a primary entry point that sent the eas to the other stations attached to it it went on air, and because it was just the header of the message it broadcast the show in place of the actual audio. I remember reading the parent company of the radio show got fined $1,000,000 by the FCC
I also forgot the callsign of the station, but I think it was a top 40 station in Florida that got tagged for that huge fine. Rightfully so, even as a gag AND a PEP, they knew better!

I'm late to the party, but looks like what it was is that the radio station you were hearing is one that's monitored by, I'm going to guess the local cable system, or maybe the station. On the show on the radio station they probably broadcast a SAME header(Something you never, EVER do, by the way, unless you want the FCC knocking on your door.), which then tripped the cable system's endec, making it override the signal. Then an operator noticed the problem and overrode that with an EOM burst to de-trigger the endec. AKA, someone or multiple people probably got some fines from the FCC that day, if they noticed that is.
I got a urgent child abduction alert but the broadcast station or the civil authority made the 20th century Fox intro on the ea s instead of the message

It isn't illegal to post EAS tones online, it is just illegal to play them on broadcast radio unless an emergency is actually taking place or if an FCC authorized test is taking place.

I'm surprised the DASDEC didn't decline the message, especially because the alert code would most likely be expired by the time this was recorded if they used it from a CZcams video, and EAS encoders aren't usually supposed to automatically relay old alerts unless their strict time feature is turned off.
It probably wasnt declined because (assuming the "AT 11:23" was when it was recorded) the time was set to expire in a hour
So if ch 13's box was tripped to receive that audio portion of the test shouldn't of they have run another test through their box or were they just a state relay channel, I know up in the blue Ridge area (c-ville) the state's primary entry point radio station is WWWV 97-5 and for years I've been told that wvec is the state's primary entry point tv/satelite station
