Here is the truth about #6, I've seen the original video, so apparentally someone at the NOAA office hit the Special Marine Warning button to send a Special Marine Warning out to all radios, but then what happened is that the person that pressed the button must have freaked out and shut off the power to the transmitter by accident, this is most likely true because if you keep watching that video, a Transmitter Carrier Off advisory is issued, meaning that the power to the main transmitter was shut off by something, most likely the operator, and then the backup transmitter sends out that Transmitter Carrier Off advisory, I don't know what those weird noises were though, it was probably random noises being made due to it shutting down.
