I wonder that. If you live with steps you know they're there but some seem to be so blase about looking where they're going and like you say, not even any rain, ice or snow to blame. My Mum was very particular about that as kids. I can still hear her 'pick - your - feet - up'.

When you think about it, most fails are acceleration-based. Gravity, velocity etc. Slowing down seems key to not failing.
