Freaking lame. Valve's treatment of CS:CO, TF2C, and OF is really starting to get on my nerves. These mods could get a lot more done if they had proper source code access, but nope. I guess Valve sees them as competition, given that I don't believe in IP protection considering that they freaking allowed Hunt Down The Shovelware Modding Nightmare to be released officially on Steam...

It's because they decided to mod a game that had very little modding support to begin with. The game also updated frequently and on top of that broke everything after every update. Outside of maps, Valve simply doesn't want you to mess with the game and wouldn't want to give support for something that might leech players from CSGO/CS2.
It's always fascinating seeing talented people waste their time doing projects like these when they could have just made a counter strike clone in Unreal engine in less time with less restrictions while even having the possibility to monetize it.

Its almost as if after reaching out Valve realized how much effort they would have to put in and instead decided to do nothing. Its very disappointing for all the modders and fans involved. I remember checking Classic Offensive in 2016 and was amazed on how Zool achieved the perfect blend of 1.6 and CSGO in this mod. Even before this, I always played (and still do) his Zombie Extermination mod for CS Source and it was so fun.
Classic Offensive done the 1.6 remake right unlike CSPromod to which got abandoned and overshadowed when CSGO came out and it ceased further development in 2014.
Zool is definitely the best modder for Counter-Strike, from his early work in CS Source to adding cut stuff to the game such as the C4 from the trailer or adding the MP5 before its official release for CSGO to pushing things hard for Classic Offensive and of course Noble Strike.

You only have a short period after you release it for it to gain traction, and if anything is wrong or broken much of that precious time could be lost fixing issues you overlooked. It's to the point where I have mods that are mostly complete that I'm afraid to release due to a few outlying issues that I don't know how to fix and would potentially get in the way of it being a good mod. I got alot of respect for him not quitting a pushing forward in spite of these setbacks and issues, it takes alot of grit and determination to stay in the ring and keep wrestling with the Source Spaghetti Monster, and it's so much greater when you come out on top in spite of his noodley appendages.

Make sure you are fully utilizing your time for what matters. Start spreading the gospel of Jesus. You can be stacking up treasure in heaven right now. The last 3000 years have been a testimony in favor of God's word. Look at how the Roman Empire fulfilled the role of the beast from the sea in Revelation 13. Revelation 17 confirms that it is Rome, and how the Roman Catholic Church is the "mystery Babylon" religion (Paganism mixed with Judaism). From studying the Roman Empire we can conclude that A) God's word is true and that He can tell the future or make it happen, or B) The nations and governments have been conspiring together for the last 3000 years.
Repent of your sins and call upon the name of Jesus today. Pray for God to intervene in your life and look for the motion of His hand. Belief alone in Messiah does not give you salvation - Matthew 7:21-23, John 3:3, John 3:36.

I agree with that but times have changed. I'm not bond with monetization but that's how games and companies in general circle around.
Valve will keep releasing more skins, agents, stickers and all sorts of virtual pixels because there's an already established market.
They saw this opportunity and will carry on with it. They want income as pretty much anyone, you know.

Also "everything"? What is "everything" in CS:GO? Your skill isn't monetized. Your wins aren't monetized. Your rank level isn't monetized. Maps aren't monetized.
