It's so weird how... retroactively derivative the character design is. When I saw the designs of some of the main characters, my thoughts went to Reimu Hakurei from Touhou, Faye Valentine from Cowboy Bebop, and Matsu from Sekirei.

I'm calling the next anime he's reviewing for his "doozy" of a surprise. My money is on "Puni Puni Poemy". An anime that was done by having all the team responsible for "Excel Saga" taking a drug test. The ones who came back clean were fired from the project. That's my head canon of how PPP came to be. You can't change my mind.
but....I actually like that one. I found it hilarious in how over the top raunchy and depraved it was. also the final battle being between the director and the main villain and the main heroes mattering little ads to the hilarity.

Let's just count our blessing that this was the first and only "case" for the Debutantes.
It was a promo ova for a PC-FX game in the Graduation game series Sailor Victory is in the same universe. ADV basically was selling a dubbed promotional video for a game made for a computer never sold in America.
12:11 - "No video games" - There was one on the NEC PC-FX, look up Ojousama Sousamou on the PC-FX and yes it's a detective game. The anime was probably meant to promote the game since it sets up the premise of the game.
Sailor Victory's characters are also in the anime because they were in an NEC game called Graduation, Ojousama Sousamou (Debutante Detective Corps) is also part of the same Graduation game series. They're set in the same world.

For me, this is one of those "so bad it's good" shows, like Dark Cat, The Dark Myth, Wild Cardz, etc. Been wanting to add this one to my DVD collection for a while now

Great way to start off the late morning.
Akiyuki Shinbo may be one of the most interesting and peculiar creative voices working in anime, partly for the work which is undeniably his-some of the best fight scenes in YuYu Hakusho, the hallucinatory sensory assaults of The SoulTaker and La Portrait de Petite Cossette-and partly for his role as the director under whose guidance SHAFT went from being a second-string helper studio to, well, being frigging SHAFT, mentoring the likes of Shin Oonuma and Tatsuya Oishi along the way.
...which both explains his role in some very mediocre material early in his career while also making it initially puzzling. Shinbo is above all an organiser, and he brings whatever creative energy to the material is desired or permitted of him. When he's cut loose, he and his team go hog wild; when he's just there to keep the ship afloat, he can be very meat and potatoes, with just a few weird touches to let you know he's there.

Yeah but this anime is very well drawn, the animators have a lot of talent, the cell painting reached its peak for the in the 90s, very shiny glossy colors and shading. The perspectives and fight scenes were all very fluid and looked to be accomplished with ease whoever did it, you cannot say that for every anime made. The character design reminds me of Fatal Fury.
I really liked this OVA. It was super well done.

The fact you managed to drag 13 minutes of entertainment kicking and screaming out of this is pretty amazing.
This was a joint production between Studio 4°C, and Gainax. Toho and Image works distributed it and Pioneer LDC and Toho jointly worked on the soundtrack. It's like it was a film project done in OVA form and was dropped because tape 1 sold badly and ADV dubbed it in order to get something else from Gainax from Toho Animation.
Bonus points for the Venture Bros reference, yo.

And to think a single year before this, the same studio that co-created this had made Memories.
It's a brutal industry. You keep cranking out shows to not sink regardless of quality.

I have this anime on VHS. It was 12.95 back then. It was a okay anime it's one of those ova that you like or don't like shame it never developed into an ongoing series.
