That is a charcoal canister that prevents gasoline vapors from being released to the air. If you overfill your fuel tank, excess fuel & fumes will go in there.
Exactly. This is the reason why the manual (and the lid on the gas tank) warns against filling above the bottom of the white tube in the gas tank. If you overfill, you can damage this filter (best case: it will need to dry out; worst case: it will need replaced).
