In my phone when you are in the Settings option the section you will need to look for is "Privacy and Emergency"... a slight variation in the main folders name.
In there you will find "Private Mode".

Yasmine Watson - - You may have identified your own problem Yasmine. Reason being, you have Privacy Mode turned ON:
Turning OFF Privacy Mode should do the trick. Turning it off should hide any PIC (or other file) that you've selected by assigning it the lock icon.
You will only have access to those private PIX & files if you have Privacy Mode on.
Anyone else care to ring-in on this if I've misdirected this nice lady please?
