  • Before Chester County 12-year-old Malinda Hoagland died in May 2024, EMS found her "broken and barely alive."
Investigators say Hoagland died after months of evil abuse and torture at the hands of her father, Rendell Hoagland, and his girlfriend, Cindy Warren, who were both arrested in connection with Malinda's death.
Detectives became involved after a 911 call was made to report Malinda had crashed her bike into a tree but hospital staff found her injuries were not consistent with a bike crash.
CBS News Philadelphia investigative reporters Liz Crawford and Joe Holden dug deeper and looked through the documents in the case - line-by-line - where they discovered a volume of red flags were missed in the system.
Could Malinda's death have been prevented?
Warning: Descriptions of what happened to Malinda Hoagland contain graphic and disturbing details of child abuse.

House tried passing a Bill for a Registry of CA; that CPS, police etc can check the history. It made it to the Senate; and stopped so they could review the financial cost, and if a database was needed. They determined from prior CA cases - I forget the number, it was either 800 or 8,000 children that would would have benefitted from that databases. The Bill was dropped in the Senate .... end of Bill. The State of VA now has a state law that is attempting to bridge this; out of state families moving in -- IF child services are needed / CYS has to research 5 years about their out of state dealings with CYS/police.

And they need to massively increase the amount of workers. Whoever mishandled this case needs to be fired and jail time for not going there physically as they are supposed to do. CPS is not a place where lazy ppl should ever be allowed to work. That is absolute laziness to not go speak to Melinda physically. There is no excuse for this to keep happening. It is happening all over the Country and it needs to STOP! She was begging Illinois for funds to hire enough employees. She truly seemed absolutely heartbroken and exhausted. There’s zero ability or 1 person to adequately home visit 137 families a month. It’s impossible and disgraceful. Illinois has legal rec weed- use that money - find money, the state is taxed heavily- I looked this all up. It’s not a lack of funds it’s a lack of desire to fix the problem - poor girl was ready to have a nervous breakdown.

Too many children and workers stretched thin. This isn't an easy job in best of times and it has a high burn out rate. There are many people that don't have the money to get a college degree.. If the government really wanted to, they could train workers to do this job. I used to work with MH/MR adults and children. I don't have a college degree but this stuff can be taught. Especially to hard working people that would really like this job and just have that good inside them that wants to make a difference in a child life. They should really start training people to do this job without the college degrees. Most people can fill out forms and referrals. Most people can look at a child and know there is something wrong. Wouldn't it be better to have a lot of social workers trained then a few with college degrees? Most mothers have what these kids need already built inside them just from raising their own children. Don't get me wrong, im not making light of a college degree. But right now there are so many children that need a stable adult in their life it would be worth trying. Like with teachers they could require background checks, finger prints and then completing training courses. They could even do hands on with other social workers until you know what you are doing. Then require so many extra training hours a year. I just think its something that could be done if they really wanted to solve the problem. With taking abortion off the table for women, there will be a lot more babies going into the system. They will need even more trained adults to help with the growing need.

My gosh! This just breaks my heart to pieces thinking of what this little girl went through and feeling so scared and hurt. Her wondering why they were so mean to her. Needing desperately to feel loved, safe, relaxed and secure. Waking up everyday knowing that it was just going to be awful. Just not having happiness and goodness in her life. Not knowing real love, patience and kindness. Not knowing what it felt like to just relax and be a carefree little girl. I have 2 grand girls. One is 8 and the other is 2. I cannot stand for them to cry or be upset. They are just too little to feel the sadness of the world just yet. Kids deserve to feel only happiness and love until the world dumps on them. This little girl didn't get any of the goodness. Torture is the only consequence for adults who harm children and especially cause their death. The adults who do these things or allow them to happen need to just feel torture and pain until their bodies can't take it anymore and they just end.
