It makes perfect sense that in a game about SURVIVAL, you'd have to manage your sleep exhaustion.
Well, Minecraft wasn't originally a game about survival, i would argue that it still isn't. At least the insomnia mechanisms should not be enabled for a player before they have crafted a bed or set spawn point using a bed. Then it's up to each player to get phantoms or not by choosing to not have a bed.

It is for that exact reason, staying awake through the nights rather than sleeping is the more difficult approach to survival. Don't punish players for trying not to fight mobs all the time. Can't handle 16 phantoms, then maybe you should sleep every once and a while so you have a break from them temporarily.

It used to be so easy to just go outside and kill a few mobs to get either XP, Bones for Bonemeal, Gunpowder for whatever you need gunpowder for, Pearls, String, etc. but now you gotta deal with all these stupid fucking Phantoms first

Phantoms are actually hallucinations that you see when you don't sleep consecutively for three days. This is also in real life because if you don't sleep for three days, you start hallucinating.
If they are hallucinations why do they drop a physical item you can use to repair the elytra? Or why can sometimes cats just randomly have pieces of them in their mouths

Phantoms are haulucinations caused by the player's insomnia. They damage you because insomnia can be fatal in real life, and you can fight and kill phantoms to resemble yourself struggling to fight the insomnia.
Bro did the opposite of fixing, staying up at night and fighting hostile mobs are THE WORST
The only thing is people don’t understand is phantoms are supposed to represent sleep paralysis because when you stay up longer, you start to hallucinate, so technically phantoms aren’t even a physical thing. It’s like the thing where you die in your dream and you die in real life, at least that’s how I always thought of them.

Phantoms should be retextured to have a black underside, and then just make them spawn in the end as commonly as endermen. (Makes the end difficult and will be really funny)

I think they should be a flying mob which naturally spawns at night. And they are aggressive if you don't sleep for few nights (or like you suggested sleep for few nights). So they would naturally fly through the sky every night, but if you trigger them and they pass by, they divebomb you.

A phantom is a ghost or something you imagined. Therefore, after days of staying awake the game spawns “phantoms” as the character is sleep deprived and starting to have visions.
If you don't sleep for 3 days in a row, you start hallucinating. Phantoms may be hated, but they actually make a lot of sense.

I think that Phantoms should exist in higher levels of the world, like at the tops of mountains or just above a certain level, like Harpys in Terraria.

I love the idea and I have another idea to expand yours. We could have your idea (sleeping spawns them) as the default setting, then a second setting to turn it the opposite (not sleeping spawns them) and a third setting to completely disable them.
Move phantoms to the end and change the spawn mechanic to accommodate that.

It's a great idea except because they burn with sunlight, but that can be easily fixed. The thing I'd propose is to make them not actually hurt you, but instead give you a random negative effect for a bit, since they're hallucinations for not sleeping. Here are some examples:
Weakness, because you're tired.
Slowness, because you move with fear of crossing them again.
Nausea, since they're like hallucinations..? It's hard to explain, but I think you understand why.
Even wither, since they still are phantoms.
Or since with his change they would spawn in the day they would no longer burn

Membrane can be useful in the dragon fight if you're not very good
Agreed, if they could be more useful and maybe slightly less annoying (like possibly they stay down long enough for you to hit them multiple times instead of most people being able to only hit them once or twice before they fly back up) they would be much better. While membranes help you fix elytra, this isn’t too useful for players like me that usually focus on the fun survival aspect of the game and don’t bother with the end very much. And if I were to go to the end, I wouldn’t want to waste time and resources building out blindly to try and find the outer end islands. Maybe if the membranes did more or the phantoms also dropped more useful items, I wouldn’t mind treating to survive a few nights to try and get them to spawn.

Technically, phantoms are said to be hallucinations of the player. IRL too, if you don't sleep for some days straight, your brain will start to hurt. Feeling dizzy or sometimes in serious cases hallucinations.

If phantoms should spawn in the morning, like you described, then you could easily farm phantom membrame and troll your friends. You could also crash the game by sleeping due to hundreds of phantoms spawning and with the normal phantoms you can also just dig into a wall or into the ground to survive the night so you don't need a bed. And the game could crash too much if too many phantoms spawn for too many players. But it depends if you meant, that phantoms spawn for each player or that they spread amongst the players. And if the phantom was like that, a lot of new exploits would appear. My opinion: the unchanged phantoms are better than this version but this version doesn't make it better or worse.
Easy phantom membrane farm is basically useless since the only 2 uses they have is fixing elytras which mending just does better and slow falling potions which are meh most of the time and all the other things are easy fixed by just capping the amount of phantoms that can be alive at any given time
all I'd want is for them to not attack you once your actually trying to sleep
