The crazy thing though is that the WWE really hasn't changed the rules much. What's changed is how often wrestlers actually follow the rules.

I'm so sick of people claiming Brian Kendrick was WWE Champion. It was a championship scramble match and the only time the title would actually change hands was to whoever scored the last fall when the time limit expired. It didn't matter if you had gotten 5 pins throughout the match, if someone got one last they would be the winner.

Rule #3 - It's a practice they follow to give the audience an impression that there are rules being enforced, broken or followed to the letter, and therefore penalties matter. Rule #4 - See Rule number 1.
