I always had the Headcannon that he doesnt fire them because they make Team Rocket look incompetent, therefore the police doesnt really put much thought into them, so Giovanni and the rest of Team Rocket get to do actual evil stuff while Jessie & James screw around (In the Whirl Islands Arc and the Lake of Rage Arc it is shown that Jessie&Janes are always left out of the Bigger Plans)

To add a serious note, the reason why they're so fixated on Ash's Pikachu in particular is because it isn't an ordinary Pikachu. It's like the *best* one in the entire franchise. Especially in the modern era anime where it has like 25 years of exploring regions under it's belt or however long it's been.
MOre specically it was stated that it was apparently use electrical attacks beyond it's evolutionary level ... but it also lost to a rookie trainer's SNivey. THe writing for this show is SUPER inconsistent as they insist on soft rebooting Ash constantly.

This conversation by itself tells so much about Team Rocket and about the meaning of their characters existence. They never had a meaning to exist to start with, but that's what made them slowly become the greatest part of the entire series.

They really could’ve had whole-ass functioning rosters if they hadn’t kept sending them back to Team Rocket or just releasing them. Definitely would’ve gone better than giving them a gumball machine that dispensed randos they had no prior experience or training with. Of course, hindsight is 20/20 and it’s probably an odd gripe to have anyway.

True, but considering that they come back the next day despite being launched into orbit and coming back completely unharmed I think they stopped caring after the first few times. To be fair, Ash’s Pikachu did do some impressive feats like beating an Regice and Dragonite. Team Rocket didn’t off Ash for nothing. If anything if they targeted a Digimon and its Tamer, they would’ve risked doing it for nothing since in Survive, if a Tamer dies, so does their Digimon.
Wasn't that Charizard? He beat Articuno by himself and fought toe to toe with Dragonite with Pikachu then hogging the glory by beating a tired Dragonite.
To recap for those who forgot or those who are new: They want specifically *his* Picachu because he’s REALLY powerful. The best way to describe it is it’s as if he was from the Uzamaki clan with their large reservoir of chakra. While all the other Pukachu are basic. Heck, Ash proves it time and time again.
Honestly jokes aside. I feel like at least in the older versions of the show the relation between ash and team rocket is positive. If they really wanted to they could. James is a very good trainer and has a very similar knack to connecting with Pokémon as Ash does. James is a genuinely nice person and was influenced by his past and jessy aspired to me a model some sort of fashion celeb and kinda ended up in the dark side of the Pokémon world do to there pasts and aspirations. James could have been the main character if he didn’t go down the team rocket rout 100 percent.

Honestly, Pikachu is shown to be special from the first gym, completely negating type advantages and one-shotting one of the more powerful rock types because the surrounding area was a little wet.
The anime applies more logic than the games. Just a bit more. Like, in the game, you can’t use an attack to block another, but in the anime you can tell your Pokémon to do something like parrying an Energy Ball with Iron Tail. They can even use physics in a fight. Electric attack? Use a Steel Type move, like Iron Tail, and ground yourself to protect yourself from the shock.

Not until the 2nd movie and the Orange Islands saga tried to -bullshit- tease a relationship between the two (which even then no one cares about because it's not Season 1 and they're both filler by not existing in any game).

You know, if the trio applied themselves, and worked with cohesion, they'd probably make great trainers/challengers themselves.
They really could’ve had whole-ass functioning rosters if they hadn’t kept sending them back to Team Rocket or just releasing them. The boy resets his team every time he visits a new region; overwhelming him and maybe a starter-wielding sidekick or two wouldn’t’ve taken too much effort. Definitely would’ve gone better than giving them a gumball machine that dispensed randos they had no prior experience or training with.
Of course, hindsight is 20/20 and it’s probably an odd gripe to have anyway.
Kinda funny you'd bring that up, cuz there's one manga series that basically gives them a backstory. They dropped out of school to become pokemon trainers, but they never really succeeded, and team rocket was the only option for employment they had.

True, but considering that they come back the next day despite being launched into orbit and coming back completely unharmed I think they stopped caring after the first few times. And plus with Team Rocket being launched into the sky they would have no idea where they landed after they come back down.

Honestly jokes aside. I feel like at least in the older versions of the show the relation between ash and team rocket is positive. If they really wanted to they could. James is a very good trainer and has a very similar knack to connecting with Pokémon as Ash does. James is a genuinely nice person and was influenced by his past and jessy aspired to me a model some sort of fashion celeb and kinda ended up in the dark side of the Pokémon world do to there pasts and aspirations. Like, in the game, you can’t use an attack to block another, but in the anime you can tell your Pokémon to do something like parrying an Energy Ball with Iron Tail.
They can even use physics in a fight. Electric attack? Use a Steel Type move, like Iron Tail, and ground yourself to protect yourself from the shock.
