I agree that victims shouldn't see themselves as "too weak" to stand up to their bullying as it only allows them to enable the bullying further. That said, just because you choose to stand up against bullying means that things get better. More often than not, they get so much more worse as you escalate things and bullies won't stop to make your life a living hell if things get personal. What tends to happen is that the more you stand up against your bullies, the more the mob of bullies will attack and demean you. When it's your own family/friends, they'll know all your weaknesses and vulnerabilities and can be absolutely ruthless and will destroy what little morale you may have had to stand up to them. So yeah, it is pathetic to enable bullying, but sometimes you have to put your safety over your ego to survive. Again, it all depends on the situation.
