I never had a problem with tattoos in onsen. Even in places, where there is a "no tattoo" sign, the owners were totally fine with it when I talked to them and said it's okay for foreigners. Also inside I talked to a lot of the older generation and they quite enjoyed having the tattoo culture in the west explained.
It's still sad that such old concepts still floods their minds with fear, when in reality the Yakuza are pretty much being withered away by time.
Would've been better with an official English translation for that one part.
I can just hear the first dude is Dutch because of the way he speaks English (his accent).

For me tattoos it's not about crime
I found people more curious than afraid of us in Japan because of our tattoos, but we found out a lot of older people were afraid of us just for being foreigners, because at the time we didn´t even had our tattoos visible and they changed sidewalks and train carts when they saw us
Studying abroad one of our group had a little sun tattoo on her ankle. When we were leaving the desk staff said an old Grandma complained that she thinks we are yakuza because one person had a little sun on her ankle and we were asked that none of us come back. The staff seemed apologetic, like they obviously didn't think that, but even as the old Grandma want there to make sure they told us this, they felt obligated to alienate a big number of us from the neighboring study abroad school. We passed that info on to our school so they lost all of our patronage.

日本はタトゥーに反対とか賛成とかそういう事ではなく、日本の場合、タトゥーをしている人が何処でも出入り出来るようにしてしまうと、そこにヤクザ屋さんなどの人たちが入ってきて様々なトラブルを起こし、一般の人が被害に遭うという現実があります。昔の日本がそうでした。私の家族も大変な目に遭ったことがあります。
"Wear" tattoos? Never heard that before. It's "have" tattoos.
I would imagine that the strict regulations may be more lenient for foreigners, especially tourists who are just visiting. Nevertheless, it sucks that they are so restrictive there for people with tattoos. I have tattoos on my neck and face, so I don't think that Japan would be the best place for me to visit.
Just a heads up for anyone who wants to move to Japan the bias about tattoos has gone down some and is slowly getting better
