Staten Island would go down 1st with no help but with help from jersey they could be a lethal underdog same for the Bronx connecting to upstate which if allowed extra help from them and Connecticut could also be lethal I think Brooklyn would go first being easily excisable by water and being so small everyone would want to see the weakest link go 1st next would be Manhattan then probably queens being the help from Long Island would just not be enough unless you count Long Island as a borough than queens then Long Island leaving Staten Island and the Bronx to duke it out probably the Bronx would inevitably come out winners having the mainland and Connecticut backing them however with no help certainly it would be Long Island number in 1st place winning the conflict if you count Long Island if not Manhattan this is what I think would happen I could be wrong though
