Synopsis :- Charlie Chan must stop a spy from destroying the Panama Canal, trapping a Navy fleet on its way to the Pacific after maneuvers in the Atlantic. As the U.S. fleet prepares to navigate the waters of the Panama Canal, Panama City becomes rife with spies.
A new group of suspects appears with the arrival of a sea plane bound for Balboa. Among the suspects are novelist Clivedon Compton, matronly school teacher Miss Jennie Finch, sinister scientist Dr. Rudolph Grosser, café proprietor Manolo, singer Kathi Lenesch (real name Kathi von Tzardas), cigarette salesman Achmed Halide, government engineer Richard Cabot and government agent Godley.
Upon landing, Godley goes to a hat shop owned by Fu Yuen, alias Charlie Chan, to enlist the sleuth's help in unmasking the deadly spy known only as Reiner. Just as Godley is about to divulge Reiner's real identity, he falls to the ground, dead, leaving Chan to expose Reiner before the spy can sabotage the canal.
As the other suspects are murdered, one by one, first Compton, then Manolo, Chan learns that the canal's Miraflores locks are to be blown up at ten that night. Chan then sequesters the suspects at the plant, forcing Miss Finch to expose herself as Reiner in order to escape death. With Reiner under arrest, the fleet sails safely through the locks to protect democracy.

This movie was released in March 1940, in the waning days of the "phony war." Poland has fallen and the Germans are putting the final touches on the revised plan to defeat France and England. This film illustrates the tenor of the times, spies, fifth columnists, and saboteurs are on everyone's minds. In just under 70 days Hitler's army will change the face of Europe and humiliate the allies. The fleet, in this movie, is headed to Pearl Harbor. The producers could not have known that it is there that it will meet its destiny, December 7th, 1941,

She and many other actresses (Nella Walker, Nana Bryant, Marjorie Rambeau, Spring Byington, Doris Lloyd, Lee Patrick, Mercedes McCambridge, et al) were 'dowded down' to look older and plainer so as not to take away from the younger female lead.

Warner Oland was fine, but he gave an image of an older and slower man. Sidney Toler was the definitive Charlie Chan, with sarcastic wit. Roland Winters was all right as such, but not in comparison to the other two. I've always favored Sidney Toler. He and his screwball son Jimmy (Victor Sen Yung) were a winning combination. And I prefer those CC movies without Mantan Moreland. There was enough comic relief without him.

The son is there for comic relief, to show that CC is a family man. That works, at least for most people. What I can't stand is Mantan Moreland added to the cast (in other films) and taking away the whole plot from Charlie Chan. Moreland was a great comic himself, and should have had a bigger career, but having him in CC movies was a bit of Overkill.

@@connecting2spirit No, the problem here is the copy itself. For some reason the sound cuts out from 24:43 to 26:44, irrespective of the song, which is heard in its last few notes. It's a technical issue.
