The Nazgul-Lord's design at Pellenor Fields is kind of 'meh'. In the books, he's wearing a crown and is wearing black robes and armor; the only visible part of him being his fiery eyes.
Also, that flail is goofy as hell. Compare his several swings at Eowyn in the movie, while in the book he carries a mace and breaks her shield and arm on the first blow.

The Nazgul exist in the wraith realm, so when Merry stabbed him in the back of the knee, the Witch-King was instantly made mortal and no longer a wraith, making him vulnerable to being stabbed in the face by Eowyn.

However if anyone hasn't read the books and knows the lore, Gandalf in the books would absolutely DESTROY the Witch king without even breaking a sweat. Gandalf is a top 4 most powerful being in all of the lore, (behind Sauron, Galadriel, and Tom Bombadil of course), and many of the most powerful beings aren't displayed at all in the movies for a few good reasons rightfully. Anyway, even though the Witch King is one of my favorite villains of all time in every way, I wish they would've shown Gandalfs true power in return towards the Witch King when confronted instead of making him seem like the weaker of the two.

The Witch King posed a legit threat to Gandalf that day. Don't forget that while Sauron may top your list, at one point he does get totally owned by a dog. Glorfindel did not want to go up against the Witch King on the WK's worst day, and Glorfindel had previously taken down a maia (balrog).
Tom Bombadil is probably best left off any list of most powerful beings, he doesn't exactly play by the same rules.

"Do you not know *death* when you see it... *OLD MAN?"* Behold, how in one statement the Witch King not only says he can kill Gandalf, but that he is useless and weak. Nothing but an old man, not even referring to him once as a wizard, he hates them because Gandalf will always have better affluence in magic. Naturally speaking, but then you see... we are not dealing with natural business here, this is the Witch King at his fullest power.
"THIS IS *MY HOUR"* He raises forth an ancient blade so foul and tainted with corruption that it itself is probably a morgul blade. The sword swelters and begins to magnify his power which he drew in from the ambient energies. He drew upon death and the Void itself, the screaming high-pitched souls of the people he has sacrificed to enhance his powers. The sword burns aflame with an actual fire, the congregated flames in the light of men he has stolen. Gathering for an intense psionic attack even Gandalf wasn't ready for
The Witch King shatters his staff, he breaks his rod in a physical display which simply meant in fullness and truth.
'Look; I did not even have to wave my hand and I knocked you off of your feet.' Gandalf certainly could have taken the Witch King in his fetal-form at his beginnings. Long before this encounter, but the Witch King has perverted himself and done such. Heinous unspeakable evils that even a wizard is now in peril against that which was once a mere sorcerer. A sorcerer who serves a very willing and capable master which fueled all of his endeavors and made new dark spells. Beyond any human or even Maiar comprehension, Gandalf is shocked but I'm sure none of this happened in the books.
