      Because the parents raised them to have no respect for anyone (not even the parents) besides themselves. They have no boundaries. I quit working in schools because a child would steal or hit someone, and the parent would come to the classroom and yell at ME, while the child stood there and gloated and smirked at me.

      ​@@kinsley7777 According to the Ohio Bar Association, you legally have to divulge your _name, address, and date of birth_ when _detained_ by police in Ohio. They can't _detain_ you without RAS of a crime. So yes, _technically,_ PC is not required. RAS is required.
      Traffic stop requires PC for a traffic infraction or RAS of any other offense to lawfully be initiated in the first place, but the ID requirement only applies to the driver unless the passengers specifically are suspected of a crime.
      "Stop and identify" laws in every stop and identify state in the US require RAS of a crime. Cops still can't _lawfully_ just force a random person to identify themselves for _no reason at all,_ though of course since they don't actually have to _articulate_ RAS on the spot, they arguably _de facto_ can get away with unlawful ID demands.
      In this specific case, since the kid wasn't _lawfully detained,_ he has no requirement to divulge his name. The cop can ask all he likes, but the kid doesn't have to say a single word back.
      On the one hand, this looks like routine police work. There's no expectation of privacy in public; you can talk _at_ a person all you like regardless of whether or not they want to be talked at. On the other hand, there's this:
      "Ohio Revised Code Section 2903.211 | Menacing by stalking.
      (A)(1) No person by engaging in a pattern of conduct shall knowingly cause another person to believe that the offender will cause physical harm to the other person or a family or household member of the other person or cause mental distress to the other person or a family or household member of the other person. In addition to any other basis for the other person's belief that the offender will cause physical harm to the other person or the other person's family or household member or mental distress to the other person or the other person's family or household member, the other person's belief or mental distress may be based on words or conduct of the offender that are directed at or identify a corporation, association, or other organization that employs the other person or to which the other person belongs."
      As for the topic of the video itself, I'd argue that slow-rolling your cop car continuing to try to engage in conversation someone who already expressed that they don't want to talk to you could be considered "menacing." If the cop is clearly following the guy by matching his turns and keeps asking questions despite having already been told that the dude considers the continued attempts at interaction to be "harassment," then really the only question is whether the cop "engaged in a pattern of conduct" that caused the kid to "believe [the cop] will cause physical harm or mental distress." I think it's pretty clear that the cop _knew_ about the mental distress given how he talked about the kid's apparent nervousness and how he noticed the kid watched him every time he drove by. I'd argue this cop _could_ technically be in violation of 2903.211(A)(1). If the kid perceived the cop as having specifically observed him regularly (as the cop directly states) and trying to find a reason to "put hands on him" (as the cop states), one could easily argue that that's sufficient to meet all the criteria for this particular crime.
      As you're apparently a fellow pedant, what do you think of this interaction as it pertains to ORC 2903.211? Think I might be _technically_ correct about this?

    Ben- Are you going to cover the story of the Black Airman who was shot by an officer?
    I heard about this, so the 1st thing I did was watch the bodycam. There was a disturbance call, the apartment manager tells the officer it’s apartment 1401. The officer goes to apartment 1401 (it’s clearly on the wall next to the door), knocks several times announcing he is an officer.
    The guy opened the door with a gun and was shot.
    MANY major news stories twisted the narrative. The headlines on many newscasts (specifically many local and National ABC News channels) claimed that police “burst into the wrong apartment.”
    It wasn’t the wrong apartment.
    They didn’t burst in. There wasn’t even a “they”-It was one officer who didn’t enter.
    The media left out that the guy was holding a gun.
    The viewers were left thinking a guy was just sitting in his apartment minding his own business, and a bunch of cops went to the wrong address, kicked in his door, and shot him. This was literally what someone wrote happened on another channel even.

      The board was wrong for making this a racial issue, but now you are doing the same thing. Please don't. I'm truly sorry this happened . We all know that some people, no matter color, are racist/ prejudiced or maybe looking for a payday, but we have to be better. Does it suck big time , yes, but don't let people like that bring you down to their level. I'm from Girard/ Liberty and have had only good encounters with police officers.     That officer was being so nice and friendly like the old days of policing. Where we knew who he/she was they knew who we were and like he said we just communicated. We seem to have lost that and this kid wasn’t stopped and grilled just a brief moment. The one thing I love about a policeman are their instincts. They never let them down. Those people definitely need to be held accountable. Thanks Officer Ben for doing all you can to support your family in blue. More importantly always trying to make a wrong a right.

    Have the public officials behind the decision been held for any accountability of such a poor investigation? I totally agree that you can not be a leader from your desk without personal experience. Too many people are making decisions in all fields of work with absolutely no idea of what is happening on the front lines. We need more General George S. Pattons who actually were present on battlefields before telling the soldiers what to do, not behind a desk and laptop.

    That whole interaction sounded like proactive policing. Officer saw someone he recognised, struck up a conversation and gauged the replies. Had the officer been on foot, he’d probably followed the person and had the same conversation. The complainant may not have been up to mischief that day, but he sure will think twice about it if he knows the police recognise him by face alone.

    I appreciate biased policing. If someone appears suspicious or that they do not belong where they are id prefer that they are questioned. It’s no wonder why Officers are only reactive anymore and not proactive. You literally can not be due to the fear and consequences handed down by those who “Think” they know better. Accepting a Civilian Review board was probably the biggest mistake the Union could have done during their last negotiations.

    The review board should be held accountable for what looks like persecution of an officer doing what he is supposed to be doing, they should lose they positions for this dishonest action, also they are trying to say how the police are to carry out their job when in reality they would not last an hour on the streets walking in an officers shoes. I know my opinion counts for nothing as i live in the UK but i have been watching your videos for a number of years now and i have seen nothing but professionalism from the officers shown.

    What he should have done, and would probably do next time, is make it official and stop him as a suspicious person. Literally meets all the factors taught. 1. High crime area (Hilltop) 2. Unusual attire (hoodie pulled up in Columbus in July?) 3. Furtive behavior (Cindy's checking if the officer of still nearby.
    It's not rocket science to figure out he is sus as hell.

    So weird how this review board was created in 2020....the year when a lot of things were created and then later realized to be not that effective....like a board of civilians who know nothing about police work and yet are given authority....are you required to spend any time with police officers before going on that board?     Officer Ben, I've commented on at least three videos where the commentary did not match what transpired during the Columbus Police Review Board meetings. I watched and made sure I saw and heard what went on during those meetings. I don't always agree with the board, but I look to stay within the facts. I'm baffled that absolutely no one commented on my entry or maybe didn't watch the actual review board meetings for themselves.
    These are not my opinions I'm talking about. It's clear what the board ruled on.. ?????????
    Watched the Columbus Police Review Board #28 meeting, (I viewed many times) which covers the related incident (#2023-1071) (25:48-30:31+). I don't think the complaint should have been sustained, but clearly the decision was not race based. As stated it had to do with the way the kid was dressed (hoodie is warm weather) and his suspicious nature (constantly looking back over his shoulder).

    In my opinion. He "wasn't" harassing the 15 y/o M/W.
    The people who determine the fate of the officers need to be doing ride along in the car with officers. Suggesting ride along every single "month" at least 6 to 8 hours, so they can see what these officers are truly dealing with. How can one determine the fate of these officers and they haven't even been in a cruiser or with them at any time? And I'm not suggesting Dublin or Grandview or anything like that, I'm suggesting the bottoms or Short North downtown etc. 😮

    These paper pushers do seem to be harassing these officers. Now I live in Los Angeles and watching the officers featured on this channel always leaves me in awe with how far proper training and policies can go towards good relations between LEOs and the public. The LAPD and LA County sheriff have come a heck of a long way but they still have some traveling to put in and granted, the setting and general public and the people who make it up are vastly different. So it isn't completely fair to compare them outright but I would have to say that the officers featured here do an amazing job when it comes to relations. I could count on one hand the amount of times I felt like an officer wasn't being fair or was abusing his power.

    If I pull up next to someone in my car and start talking to them on the way home, is that harassment? What if they’re a black person, does that somehow make me a racist (profiler)? Or is it somehow just because it’s an officer and this teen just feels like he wants to speak with police?

    I’m sorry, maybe someone can explain this better for me. So this person is walking down a sidewalk and officer pulls up beside them just to make “casual conversation “. This person never stops walking and the officer just keeps on driving at a snail’s pace beside them in what is clearly a one way conversation. If this was happening to me, I would call it undermining harassment by the police officer. If I was pacing a woman in my car like this would anyone call it”casual communication “?

    Im so glad i treat cops like a normal human.. my dad was a crack addict when i was growing up and even with him going to jail and constantly fighting cops ive always known cops were mostly decent. I do have more respect for them as an adult, though. I had a cop do this to me while looking for someone and i actually helped them find the person cause i did indeed see them run down an alley 😂

    Wait so the kid was white and they were saying he was black ok if there is a cop around and they notice that you are walking everything the cop is doing rite there would be at least enough probable cause to see what he is doing. If a cop notices that you are watching out for a cop . Just like a highway when the cops are sitting on the median and you are speeding and you hit your brakes why are you looking out for them looks very suspicious. The officer didn't stop him and ask for ID when the kid wouldn't give him his name that would have been at least a reason to wonder why he could be doing that because he has warrants That was not the case he just was talking to him. The cop knew that he was involved in some type of situation with the kid I was a bounty hunter so I have a little bit of an idea what cops go through but it was 10 years ago things have changed for the worst and it's not anything compared to back then

    If the boy wasn't suspected of commiting a crime then why was the officer questioning him? Any civil rights attorney would have a field day with this. You said yourself this is a common tactic police use when they do not suspect a crime has been committed but want to try and get information that they hope will lead to a crime, which is harassment. The committee has issues also and need to be investigated, with any involved in falsifying evidence terminated and charged. Both were parties were in the wrong. If you don't have reasonable articulate suspicion then leave people alone.

      Lol no. The text for a Consensual Encounter was taken directly from the Supreme Court. The kid wasn't stopped. An officer just wanted to talk to someone he recognized. There's absolutely nothing wrong with that. He even told the kid several times that he didn't have to stop.

      The officer wasn't questioning him, he was having a conversation with him. The police are allowed to chat with people just like any other profession. The boy was free to walk away at any time or decline to talk.

The police are allowed to have conversations with people and those people are free to walk away or ignore them. Talking to someone from a car is not menacing by stalking and no one thinks that being talked to from a car is going to cause harm.
