Tyrion discovers that Little Finger has been running the books and the number don't match up in Clash, on top of the mess he's made by doing deals, trading money back and forth between Houses and making everyone indebted to each other, but particularly indebted the crown to the iron bank and Tywin Lannister. We know Little Finger isn't inept at all and it's being done intentionally. Therefore regardless of if Robert held a tourney every single year since he took over, it's only been 10 years, and it's clear Little Finger is filtering money away from the crowns finances and spending it in loans, and other ways to plunge the the Seven kingdoms into debt and additional chaos, therefore it's not Robert's spending that's the problem, it's that his small council members are being left to their own devices and schemes, with little to no oversight.

I reckon it was more *Robert's* doing that the realm became indebted, rather than Littlefinger's. The latter was the Master of Coin, yes, though in that role, there's not much you can do to *prevent* debt when you're working (less "working", more "slaving", really; you don't say "no" to a king such as this one) for a king who's throwing tourneys here, lavish feasts there, etc etc.
And it's interesting that only *Varys* was called "The Spider", because he had a "web of spies". Every Master of Whisperers has a bloody web of spies.
...I also wonder why the Valaryons and Celtigars headed to Westeros (conveniently) before the Doom occurred...🤔

There is no master of war, at least as far as i know. The closest there is to that title is the Lord Commander of the Kingsguard, since they are generally tasked with the command of the king's military forces in times of war. However, the Hand of the King come close to that too, since in times of war the Hand serves almost like a marshal.
Oh, and also, there is the honorary title of "Protector of the realm", wich is the title that gives a man complete control of the Armies under the King, this title is generally held by the king himself, unless he is not fit to command his own armies. Like for instance, King Aegon during the Dance of Dragon after being wounded in battle, gave the title of Protector of the realm to his younger brother, Aemond, to command his army alongside lord commander Criston Cole.
And also Queen Rhaenyra, who made her husband, King Consort Daemon Targaryen as lord protector and he led her armies alongside her hand of the King, Lord Corlys Velaryon.
Also the Master of Ships is an additional militar advisor for the king, since they are in command of all the Royal fleet, in fact, Stannis Baratheon place as Master of Ships was something that greatly helped him during the war of Five kings, since before Leaving Kingslanding after Jon Arryn death, Stannis took almost the whole Royal fleet with him, since he had total control of them.

It's interesting to notice that, although it's not really talked much about on the show, on the books Stannis is considered a master naval commander, in fact, some even believe that if he was in charge of the ships during the battle of Blackwater Bay he could've saved most of his ships, however, to appease his servants of his wife familly, he gave command of the ships to a cousin/brother of his wife, however the man wasn't very experienced and sent Stannis fleet to Tyrion Ambush.
Stannis on the books was almost single handly responsible for the defeat of the Greyjoys during the Greyjoy rebelion too, it's in fact his greatest feat, the man was able to crush the Iron fleet under the command of Victarion Greyjoy, considered by many one of the greatest naval commanders who ever lived (Although Stannis had help from the Redwyne fleet, one of the three naval super powers of westeros).
Stannis could be a great master of laws too, he would break the corruption of the Gold Cloaks (Although on the books it's said that he and Jon Arryn tried to do that), but it wouldn't make him near as effective as acting as master of ships, as like i said, the man was a beast commanding on the sea. I dare to say that Stannis is close to Allyn Velaryon and Corlys Velaryon as admiral.

She said she was hiring the Golden Company, so maybe she plans on giving Harry Strickland or whoever leads them on the show a position.
Maybe she could raise other houses to be lords of the Reach, Stormlands, Riverlands and Dorne and give them positions?
