The first gens used to give mixed stats to powerful mons in order to balance they high total stats. For example, Salamence has 100 special attack despite being a physical attacker, so that means it has 100 useless stat points. For modern mons, they don't care any more about that an instead we got something like Roaring Moon with 55 special attack, and because of that it has better stats than Salamence despite having less total stats.

Manafy may have the exact same stats as mew but thanks to its water typying it stays on the field for more.
Survivability is important for mew because it NEEDS to set up in order to do anything.

@@pokefanalex9504there’s probably a few reasons. For one, Gen 9’s power creep is so whack that former OU and UU mons can’t hang in there anymore. Which hurt Staraptor’s chances.
There’s probably also meta shifts. It’s possible in UU, RU and NU, even if Staraptor isn’t strictly bad, there’s no reason to use him because there are either other Pokemon that do the job better and/or no real benefit you gain from using Staraptor specifically.
For example, in UU currently, the top pokemon are Excadrill (which Staraptor doesn’t have the best matchup against), Tornadus Therian and Zapdos. 2 amazing flying types. If you use them on your team, then there’s not much reason to pick Staraptor.
In NU currently, the top Pokemon are Lycanroc, Slowbro, Cloyster, Flygon. Mons Staraptor doesn’t have an amazing matchup against.
RU has Moltres and Thunderes at the top spots. No way Staraptor is outcompeting those.
Whereas in PU, Staraptor does match up well against Hariyama, Scyther, Eggector etc

Thundurus's fall is combination of both powercreep, but more importantly a wide variety of mechanic changes geared to nerf the mon. Thundurus dominated VGC in gen 5, which ultimately resulted in the Electric type immunity to Paralysis in gen 6. Hidden Power nerf and the removal of permanent weather also hit it hard.
Then when Thundurus dominated VGC in gen 6 despite the nerfs, the nerf hammer came again, with Thunder Wave's accuracy being reduced and Dark types now gaining immunity to Prankster moves. Gen 8 later also removed Hidden Power, which is relied on for coverage.
These nerfs set the stage for Thundurus to ultimately fall off from powercreep and end up where it is currently.

The biggest reason is because of moveset restrictions. Gen 9 is the first time you could not transfer old moves into the new generation, which led to a lot of mons losing previously staple moves like Scald, Knock Off, Roost, Defog, Heal Bell, Toxic, and many more. The Scald and Knock Off tm returned with dlc but they didn't return it to every mon that had it.
Mew is a great example of this, historically it used Softboiled or Roost as its recovery and in gen 9 it lost both. Without recovery it struggles to do anything setup-wise and just became a tricky hazard setter/potential breaker all the way down in NU
