1) Chips was on Anchor 9 with Johnson, Chief saves them and they join the autumn.
2) He was part of the first assault team but was captured, not killed, and stuck in a cell next to Keyes. Chief saves him again and he jumps in the spirit.
3) It was his identical twin brother who was the one on delta halo, Chipper Durboo, who was still able to survive the events and eventually able to reunite with his brother.
After the human covenant war, Chipps returned home and single handedly defeated the Emus who had been ravaging his home. thus concluding the Great Emu War.

in every other game you get an achievement of varying names, but all with the description of "Fight along the legendary Chips Dubbo and listen to his words."
Best of all, the man is still alive and in active duty as of 2559 according to the audio drama Memory Agent. The Flood Hunter is eternal, and there's a lot of speculation about him coming back in infinite in a future DLC.
The moment he touches down on Zeta Halo is the moment that the Banished are truly finished.
Of course Chips fought on Reach. He was one of the madlads on the Mongoose during Tip of the Spear.

This seems to support my theory that Chips is actually a cloned/duplicated soldier with some minor augmentations and perhaps even brainwashing/programming kind of like the clone troopers in Star Wars.

Well Chips Dubbo is the name of a fast food resturant in New South Wales and technically Chips Dubbo might have been named after them since he maybe born to a man who owned that company in New South Wales so he may have been born in Sydney.
Yeah I was playing Halo: CE with my brother in law and I was like “yeah this game has this weird thing where there’s random Aussies everywhere.” (My Brother being an Aussie) and halfway through the game he’s like “huh, guess they just used the same voice actor”
Well Dubbo was voiced by Andrew McKaige in all Halo series except Halo Wars. Halo Reach. Halo 4. Halo 5 Guardians etc but the original Halo Trillogy with one accident in New Mombassa in Halo 3: ODST as really if he appeared by accident either was his my theory a twin brother or just another Aussie marine I can call in my fiction so it’s not to be taken seriously if he accidentally appeared in Halo 3: ODST like I said either Twin Brother or another Australian UNSC marine medic but meh hasn’t been confirmed we may never know.
I also still wonder how he could have escaped from High Charity at Installation 05 and or how he got captured welp my theory he was probably in Quarantine Zone at the time of he was ambushed by flood or something or lost nearly all Squadmates then Dubbo is likely one of them marines The Master Chief rescues from High Charity but what about the other four some speculate all five died but that’s not true either if they where able to escape High Charity then my guess is who knows maybe they where rescued by an only UNSC Pelican that didn’t get infected by flood or comandered or something if one of the UNSC Pilots was lucky maybe Dubbo got to a radio com or something like that and the remaining five marines was possibly saved but we cannot underestimate this short like the wikis falsely admit all marines died while High Charity was infected I don’t believe that is true as we think that’s how Dubbo was able to escape besides since the fates of Corporal Perez and Private McKenzie are unknown not confirmed they could have survived with Dubbo but Bungie never seriously ever got conformation as to how it occurred. In my speculation perhaps will never know. The fates of Stacker’s ODST’s Lance Corporal Jones. Private Butkus and Walpole are not known as to if they could have survived Quarantine Zone maybe they was captured and maybe taken to a prison on High Charity maybe killed or later rescued by Dubbo and the others or imprissoned on Shadow of Intent will never know and the fate of Private Parsons is not known but he could have been one in Installation 05 maybe survived but will never know.

I was playing CE and I get an achievement for fighting alongside Chips. Then Halo 2, 3, ODST, and 4. I even encountered the man on Reach during the mission Exodus.

I actually fought with PFC Chips Dubbo at the battle of New Alexandria, could've sworn I saw him go down to a brute onslaught.
Then again, if he can survive the detonation of a Covenant supercarrier via slip space bomb, I don't see a couple spiker rounds having much effect on that tough (possibly supernatural) S.O.B!

My personal headcanon is that the Spartans are just UNSC's shot at trying to replicate Chips Dubbo, inyecting test subjects with Dubbo's cells so they can gain his outstanding capabilities, that's why a lot died, not everyone can sustain the badassery and Chadness levels of Chips
Chips isn’t an actual Marine, he’s Chief’s imaginary friend that helps him cope with the events of Halo. Or, he’s a Forerunner ancilla that Manifests through hard light to help the Librarian keep an eye on Chief.

Chipps dubbo was an ONI Scientist from Perth, who wanted to serve alongside his brethren, so he created clones of himself and sent them to assist the Spartans and Marines, boosting their morale throughout the fight, he fitted all his clones with data transmitters and collected all the data to create a perfect fighting human body for himself to finally transfer his conscience from his old aeging body to the ultimate combat hardened human body, maybe a Spartan in the future.

You can save the Marines in the last part of truth and reconciliation by just rushing past the grunts who come after you clear the bridge the first time. When you come back and your lucky the game will see that they are STILL fighting those grunts when you load the area back and thus you can have no marine deaths on the truth and reconciliation. I remember I thought dubbo got killed on the mission where you killed Regret. I lost 2 of 3 marines and Dubbo was the one of the missing ones. While I found one human body, I searched for 15 minutes around the area and could not find dubbos body. While I’m not happy I left him behind, I’m glad he only let himself get captured so that he could wreck havoc on High Charity

The thing with Chips being on Delta Halo and in New Mombasa at the same time isn’t true. I think in the books it describes that it takes several days, even months to jump in slip space. So he could’ve been there for the one day Halo 3: ODST took place in, then hopped a ride and caught up with In Amber Clad to assault Delta Halo.
This is truly Chips' franchise. He's just sharing the spotlight with us and the Chief.

Okay, so taking all the evidence into account, there are a couple of possible theories I have thought of, that you didn't cover
1) Chips is a figment of Chief's imagination, due to stress, and Chips died but Chief keeps seeing him everywhere
2) Chips is actually a Forerunner construct ensuring the Mantle Of Responsibility gets passed onto Mankind
I don't know if either of these are true or will have any sort of basis within in-game lore, but it would explain how he keeps popping up, beyond the simple real world explanation of reusing visual assets and voice actors
You left out that he is a precursor that shape shifted into human form.

He was also a Field Medic apparently. In Halo 3 ODST Chips can be found tending to an injured marine with a broken leg in the first mission we play as Dutch. The marine was speaking random things about the Covenant and good ‘ol Chips was trying to calm him down. lol

He was on Halo: REACH, The Package. I’ve done the mission many times, in which there’s a chance that one of the few ODSTs that you start off with went by “PFC C. DUBBO”
Pretty sure he’s in a couple other missions too. I can’t remember which, but he just seems to appear as a fire team member every now and then.
