She did clean up her act but she is still needed to pay for the horrific crimes she committed, especially when a young kid and mother were killed. In her crime spree, she and her boyfriend destroyed so many families. She must be held for her roles for justice to be served. We often think about the person who did the crime and feel sorry for them, but the people who really deserve our sympathy are the victims.
What kind of database they could have 20 years ago ?
They used face recognition technology. How facial identification works:

3. Image is converted to grayscale and cropped
4. Image is converted to a template used by the search engine for facial comparison results

We had once life imprisonment with possibility of parole after 25 years for a guy who ki*led his ex and her parents in front of 4 year kid but then it was changed in 30 years.

Contrary to what is spread in the west China is less of a police state than usa. They don't have a large police force in China so they rely on cameras to patrol the streets and complexes. Further more this is one of the main reason why China is one of the safest country because when someone thimks about committing a crime, they know they are being recorded so no use in committing the crime because police will find you soon.
