Not sure how you would convert brain signals to different buttons on a remote but my guess is that you would attach sensors to the head to read and send brain waves to something like an arduino that's programmed to convert those brain signals into "power tv on/off" and "change channel up/down" and then send that remote input to a tv via infrared. Maybe varying levels of mental focus and relaxation control different inputs? It would probably be very difficult to know exactly how much to focus/relax for whatever it is you wanted to do. Times like this make me really wish I paid more attention in school. Sorry I can't be of much help but I hope I could at least show you that the concept is there so it's possible for your sister to watch tv without help.
