How much and where the hair grows is genetic. That's why there are such differences between our bodies. The most noticable differences are with chest hair among man, ranging from borderline carpet samples to no hair at all. Same thing goes for other body parts and it's not necessary consistent either. I myself have very hair legs, but it all abruptly ends where the ankle begins, and I also have zero chest hair.
Same thing also goes for women, with there being big differences between individuals. they do have less hair though, which doesn't grow as thick and most also shave it.
