I was getting this on my Tubes 2022 PoE CC2652 when using your guide.

I had to navigate to its webpage x.x.x.x:80 and click the button 'Prep the cc2652p2 for firmware update'
After about 2 minutes it finished the prep and successfully took the appropriate firmware.
