Think you just have to disable hardware acceleration in chrome to fix this temporarily and I also realized that any monitor that is not set as the main monitor in windows display settings is always gonna have choppy frame times, even on the Windows desktop UI. All my drivers are fresh and up to date so there's nothing I can do.

i just replied to your reddit post, but ill also reply here. i fixed this same issue by taking my 60hz monitor and plugging it into the onboard graphics card. then going into the bios of my motherboard and turning on integrated graphics processor. this way my MSI GTX 1070 Ti would only see one monitor attached to it, but windows 10 would still see two monitor. This issue went away once i did that.

@@zachlevitz the onboard graphics is the one where the hdmi/displayport is directly on the Input and Output section of the motherboard itself and not on a pci express add on card like a graphics card or a capture card. so yes the on on the motherboard but obviously you need a cpu with integrated graphics first just google if your cpu has one.

I heard that having the 2nd monitor at 1/2 the refresh rate as the main one will fix this issue. IDK if this is confirmed, but if your monitor does 75Hz, downclocking it to 72Hz should fix the problem if that is true. If it is a max of 60Hz, try running the primary at 120Hz, it shouldn't be too noticeable of a difference from 144.

The problem is the browser. I tried opening the same two pages with two seperate browsers and it's fine.

You have to go into nvidia control panel and under display click adjust desktop size and position. Click on your second monitor and where it says perform scaling on change it to gpu and it will fix it

issue solved below. plug 60hz into mobo and 144hz into GPU. Applies to systems with discrete and mobo graphics only. If you have a laptop with max-q then you might be out of luck unless you buy a docking station that can handle it.

Just disable hardware acceleration in ur browser? Done, issue solved. You don't have to get same refresh rate monitors.

For anyone having this problem the way i fixed it is go to Nvidia Control Panel>Change resolution> Now it should say "1080p, 1920 x 1080 (native)".> scroll down and u should find under "PC" 1920 x 1080.
