This is typical Captain America. A guy wearing a cartoonishly patriotic suit shows up holding a shield and starts talking. No one takes him seriously until they witness him in action, after which they follow him without question.
It was this way in the comic books, it was this way on TV (X-Men Animated Series), and it was portrayed perfectly in the MCU. I love seeing it.

There was a comic book series put out by Marvel in the 1980s called Contest of Champions. All of Marvels Super Heroes and villains were kidnapped and taken to some location on another plane to battle. At the start, Prof. X and Mr. Fantastic had a meeting and decided immediately that Captain America should lead the super heroes. Wolverine became upset ("He's the weakest of us all and you want us to follow him?") Within a few minutes even Wolverine had to reluctantly admit that Cap knew what he was doing.

Dude this movie in theaters was life changing. The crowd made this movie so much more than it ever was since. The best part was seeing them stop to save people; every time they did, the theater burst into applause. This scene had the audience cheering, gasping, laughing, and then cheering in a way that I have not forgotten since.

I mean, the moment Cap is running in the middle of streets at the end of first Cap movie probably already creating a buzz, but when SHIELD is involved, information might just been filtered, since SHIELD at that time try to prioritize Cap's recovery. This is the kind of subtle comedy that old MCU was loved for - especially the bit when the Sergeant, after seeing Cap kick alien butts, promptly changes his mind and repeats Cap's instructions word-for-word.
You'd be lucky to find such subtle moments of comedy amidst serious context in the present day MCU movies. The comedy moments are way too overt and in-your-face; instead of finding it hilarious, they come across as old, tired and desperate.
And the worst thing about such forced comedy routines in the new movies? Had the makers decided to exclude the comedy, the entire scene would have been actually been more enjoyable.
