If you are married and have a child the German govt wants you to raise the child in Germany for which they pay you 600 Euros allowance per month from your tax deduction. For every child you have, you get 600 Euros monthly assistance till they reach 21 years. If unemployed after graduation, parents can extend allowance till the age of 25. Education for your children and yourself like you want to pursue PhD after working for a decade in German companies, is free. You get German citizenship in five years but if you learn C1 level German by taking interest in the language you get citizenship in 3 years upon landing and paying taxes. Salary increments in these two countries every six months. Hardly in three years of service, your salary goes from 60K Euros to 110K Euros. So if you are not interested in PhD and academia, then consider EU countries. Germany needs 4 lakh expats to fill their workforce each year for next ten years. Hit the iron while its hot.
H1B is modern day slavery even for people from other countries, and it is only getting worse each year. I have seen people from developed countries who got a taste of life on H1-B recently, and they found it extremely unpalatable as well. No talented person would spend 10+ years of his prime years of life living such a miserable life. I feel sorry for those who are trapped and couldn't do much about it now. But anyone who is not yet trapped, should look toward other developed countries because your youth will never come back, no matter how big your bank statement is or how impressive your CV is.

Sir, actually the real situation is that those who are able to build a king like life in India itself by either cracking UPSC or opening a business that generates crores of revenue every year do not even give a single thought to leave the country. But that population is very handful. A vast majority comprises of 9-5 working class employees and their situation is very miserable especially in metro cities. Therefore they desperately wants to move out of the country in search of better opportunities even if they are paid really good. And for that they are ready to go till any extent even if they have to wait for years for the green card.

I support your idea of a 7% country cap based on the concept of power equality just like it is in the Senate. However, in reality, the Indians and Chinese are in fact getting far greater visa numbers every year. So the purpose of having an Eagle act makes no sense and I am glad it has been dropped. in fact, if one looks over the past data, the number of GC that have gone to Indians and Chinese is far greater than what the Eagle act would have provided in reality. One important aspect you forget is the quality of new employees on H1B has been lowered as well. Employers have to raise the standard far higher to sponsor the candidates. As an employer, it is hard for me to find a fulfilling candidate who is worth the sponsorship. I try hard every year but the lottery system has really killed the ones who deserve the H1B and the GC.

I completely understand the problem faced by people stuck in the GC backlog. If you priority date is beyond 2018 I am not sure how long you will have to wait. And if your children were born outside the US they will have to go out of your visa umbrella once they turn 21...go back to the home country, get a student visa and start the whole H1B journey again on their own. I would rather ask people to explore Canada/Australia option. Once you have built your skills in the US, you should be able to get jobs in these countries.
