Television was just better then. More unpredictable, hokier, more fun. This is a perfect reflection of what it was like to watch TV then.

Not mentioned in the OP’s description, a Better Business Bureau ad between the California anti-gun crime ad and the auto industry’s seatbelt PSA. Not sure if that was a local or national ad.
Also, after the John Pate segment, the KYA radio ad repeated itself before the Berkeley Shakespeare Festival plug, which explains why those 30 seconds were cut out along with the repeat of the Bay Area Guitar Lessons one.
But overall, far different from the usual crop of Big Pharma national barter ads that usually air on late night weekend syndication these days. Also not surprised by Rock Concert at this point, having been canceled and relegated to lame duck repeats from years past at this point in the summer of ‘81.
