What if the bar that holds the rubber hanger separated from the frame due to rust?

If it's bolted into the frame I'd just remove it and grab another from the junkyard. This is a cheap fix at an exhaust shop.

WD-40 will degrade rubber, use silicon spray instead

Yes, it's called a rubber exhaust hanger or rubber exhaust insulator.
