I wouldn't say can't. Technically a 9v battery is enough to stop someone's heart, but it takes very specific conditions. For example, stabbing someone in the chest with multimeter leads while it's set to measure resistance. It takes very little amperage to stop a heart for a short time, but because of the body's construction, there's so many paths of current flow that unless it's localized, it takes quite a bit of current to have sufficient current flowing across the heart to stop it.
As a professional mechanic, I'm so spoiled by the low risk of working on car's electrical systems. So every time I try to do some electrician work at home, I end up welding.
I momentarily shorted live to ground with a spanner via my titanium wedding band. Two holes in the band and burns under the band. Nice reminders for me to double check battery connections are off when working on the car in future 💥
